Sanitary District #1 & #2 Board of Commissioners
Tuesday, August 4th, 2015
*6:45 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:49 p.m.

Town Supervisors in attendance were David Gollon, Peter Vanderloo and Steven Johnson. Also in attendance were Clerk Sara Olson, Greg Lee and Randy Edge.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor Steven Johnson. Motion carried.

3) Approval of Meeting Minutes from October 7th, 2014. Steve Johnson made a motion to approve the October 7th, 2014 meeting minutes as submitted. David Gollon seconded the motion. Motion carried.

4) Discussion & possible action re: Sanitary District #2 Greater Heights Annexation. City Assessor, Randy Edge informed the board of the following: The City Plan Commission will be taking up the item at their August 26th meeting at 5:15 p.m.; The City Council will be discussing the Ordinance at their September 1st Council meeting at 5:30 p.m.; The residents as well as the Township were mailed notifications on August 4th, 2015 and the City had made corrections in regards to two parcel numbers on the proposed ordinance. The Town Clerk/Treasurer had inquired in regards to the ownership of the infrastructure once the district is annexed and Greg Lee had indicated that it would all be attached with the ordinance pursuant to a state statue. Clerk/Treasurer Sara Olson had also inquired if it was subject to the 5 years of tax provision and Randy Edge had indicated that it wasn’t eligible due to a cooperative boundary agreement was in place. Town Chairman, Curt Peterson had also highlighted Section IV which talks about the 45 day notification process to the residents and Township. Clerk/Treasurer Sara Olson also indicated to the Board of Commissioners the current assessed value of the Sanitary District which was $8,530,200.00

5) Discussion & possible action re: Sanitary District #2 Hiring of Legal Representation in regards to the Cooperative Boundary Agreement/Annexation of Greater Heights. The Sanitary District Board of Commissioners discussed the hiring of legal representation to protect the rights of the Township and owners to verify the boundary agreement is being followed. Steven Johnson made a motion to hire Murphy Desmond to protect the rights of the Township and owners to verify the boundary agreement is being followed. David Gollon seconded the motion. Motion carried.

6) Discussion & possible action re: Sanitary District #1 and City of Dodgeville Agreement. Clerk/Treasurer Sara Olson gave a history of the Sanitary District and indicated that the City had requested an updated agreement be drafted to include verbiage in regards to what is acceptable to be placed into the Sanitary District to prevent further occurrences similar to the incident with the House on the Rock Inn. Greg Lee had indicated that he felt there ordinance should be referenced in this document and can be viewed on their website. Greg had also indicated that he felt there was plenty of unused allocation currently in the Sanitary District that an increase in the daily amount of usage wouldn’t need to take place between the Sanitary District and the City.

7) Discussion & possible action re: Sanitary District #1 Requested Boundary Change & Sewer Allocation (Quality Liquid Feeds). Clerk/Treasurer Sara Olson had indicated that Quality Liquid Feeds was requesting an allocation of 1,200 gallons a day which would include the house and addition area. Greg Lee had indicated that he had sent information in regards to the boundaries of Sanitary District #1 which will need to be amended. No action was taken.

8) Discussion & possible action re: Sanitary District #1 of the Town of Dodgeville Sanitary Sewer User Agreement between Sanitary District #1 and Quality Liquid Feeds. No action was taken.

9) Discussion & possible action re: Sanitary District #1 and City of Dodgeville Agreement. This was a duplicate entry in error.
10) Public Comment. None.
11) Adjournment. Steven Johnson made a motion to adjourn the meeting and resume the Regular Town Board meeting. Peter Vanderloo seconded the motion. Motion carried.
