Town Board Meeting Minutes
September 7th, 2021
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Pope, Peter Vanderloo and David Gollon. Also, in attendance was Clerk/Treasurer Sara Olson, Randy Beerkircher and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. Clerk/Treasurer Sara Olson presented a letter in regards to ATV/UTV Route concerns received for Paul Biere. Town Board member, Peter Vanderloo indicated that he would be drafting a sign out sheet/acknowledgment form of receiving the policy for Town Labtops/I-pads for individuals that will be possessing these items.

3) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

4) Approval of Meeting Minutes from August 3rd, 2021. Peter Vanderloo made a motion to approve the August 3rd, 2021 meeting minutes as presented. David Pope seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s August 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 174,241.89
Farmer’s Savings $ 226,026.71
Local Government Investment Pool $ 7,411.01
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 556,725.26

Township Funds: $ 964,404.87
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,019.84

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the September 7th, 2021 vouchers in the amount of $8,377.42 and Sanitary District #1 vouchers in the amount of $3,362.83. David Pope seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson and Town Patrolman Randy Beerkircher updated the Town Board in regards to mowing operations, winter preparations and equipment.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to the 2021 state apportionment report and indicated that next month we will be working on scheduling budget meetings for the 2022 budget.

9) Discussion and possible action re: Quotes for Tandem Truck. The Town Board and Town Patrolman, Randy Beerkircher discussed the proposals and warranties that were received from MACK & Truck Country (Western Star). David Gollon made a motion to accept the MACK Proposal as presented in the amount of $134,471.00. Peter Vanderloo seconded the motion. Motion carried.

10) Discussion and possible action re: Update on Leffer Rd Project - TRIP. Clerk/Treasurer Sara Olson indicated that construction and survey staking will be starting on September 7th on Leffler Road. Clerk/Treasurer Sara Olson also informed the Town Board of a utility pedestal issue, the need of an additional culvert for a driveway as well as potential crops being planted with the road right-of-way. No action was taken.

11) Discussion & possible action re: TRID Project Applications concerning Engineering. Clerk/Treasurer Sara Olson and Town Chairman, Curt Peterson presented information concerning engineering and obtaining budgetary numbers for projects as well as hiring of an engineer to help fill out TRI-D project applications.

12) Discussion & possible action re: American Rescue Plan Act (ARPA) – Local Fiscal Recovery Funds. Clerk/Treasurer Sara Olson presented information from the DOR Frequently asked questions and the Interim rule in regards to the ARPA and requested that the Town Board members continue brainstorming ideas for the available funding.

13) Discussion & possible action re: 2021 Fall Town Workshops / WTA Convention. Clerk/Treasurer Sara Olson presented information in regards to the 2021 Fall Town Workshops as well the WTA Convention. No action was taken.

14) Discussion & possible action re: Outdoor Lighting at Town Shop. Clerk/Treasurer Sara Olson informed the Town Board that prices are being obtained to replace the existing outdoor lighting at the Town Shop.

15) Denial or Approval of Operator’s License: Nancy Schaaf. David Gollon made a motion to approve an operator’s license for Nancy Schaaf effective September 7th, 2021 thru June 30th, 2022. Peter Vanderloo seconded the motion. Motion carried.

16) Discussion & possible action re: Fall Clean-Up. Peter Vanderloo made a motion to hold the Fall Clean-Up on October 9th or October 16th with the date being determined by the Clean-Up staff. David Pope seconded the motion. Motion carried.

17) Discussion re: Budget Update. Clerk/Treasurer Sara Olson presented an updated 2021 budget.

18) Discussion & possible action re: Modification to Handbook (Section 3.01: Employment Categories). David Gollon made a motion to create the following 3.01: Employment Category. Permanent Part-time Employee: A part-time employee who works an average of 20 hours per week. These employees are entitled to Section 4.03 Retirement. Peter Vanderloo seconded the motion. Motion carried.

19) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion. Employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried. Roll call: Pope, yes; Peterson, yes; Gollon, yes and Vanderloo, yes.

20) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. David Gollon seconded the motion. Motion carried.

21) Board action as a result of Closed Session. Peter Vanderloo made a motion to have the Town Chairman talk to the Recycling Center attendant in regards to a confidential matter and advertise for an additional backup employee if necessary. David Gollon seconded the motion. Motion carried.

22) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:12 p.m. David Pope seconded the motion. Motion carried.
