Town Board Meeting Minutes
September 5th, 2017
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:07 p.m.

Town Supervisors in attendance were: Kyle Levetzow and Peter Vanderloo. Excused were David Blume and David Gollon. Also in attendance were Clerk/Treasurer Sara Olson, Jeffrey Haylock, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Approval of Meeting Minutes from August 1st, 2017. Peter Vanderloo made a motion to approve the meeting minutes from August 1st, 2017 as submitted. Kyle Levetzow seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s August 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 344,815.24
Farmer’s Savings $ 5,437.43
M&I Tax Account $ 174,337.56
M&I Tax Account – Tax Funds $ 0.00
Local Government Investment Pool $ 7,043.63
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 582,529.07
Tax Funds: $ 0.00

Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary Districts #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,474.61

Kyle Levetzow seconded the motion. Motion carried.

5) Bills to be approved. Peter Vanderloo made a motion to approve the September 5th, 2017 vouchers in the amount of $64,958.20 with the exception of Iverson Construction in the amount of $26,750.00. Kyle Levetzow seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that the Township is currently working on the second round of mowing and the 2018 MACK is still on target for completion. Town Chairman, Curt Peterson informed the board of information received in regards to Military Ridge Road and the possibility of applying for TRIP funding for Esch Road.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that she would be on vacation the week of September 11th and informed everyone of the Iowa/Grant/Lafayette County Clean Sweep that would be held in September.

David Gollon arrived at the meeting during the discussion of Item #7.

8) Discussion & possible action re: Mower Tractor. Clerk/Treasurer Sara Olson informed the board of the insurance claim for the windshield replacement on the mower tractor as well as the purchasing of a new rear tire.
9) Discussion & possible action re: Fall Clean-Up. The Town requested that Clerk/Treasurer Sara Olson schedule the Fall Clean-Up for Saturday, October 14th.


10) Discussion & possible action re: BMO Tax Account. Clerk/Treasurer Sara Olson presented information in regards to the current checking account options for the BMO Tax account. Clerk/Treasurer Sara Olson recommended that she work with Town Board Supervisor, David Blume and bring back a recommendation at the next Town Board meeting.

11) Discussion & possible action re: Norwegian Hollow Box Culvert by 4000 Norwegian Hollow Rd. Clerk/Treasurer Sara Olson presented cost estimates from Jewell & Associates in regards to the replacement of the bridge (box culvert) on Norwegian Hollow Road. The Town Board indicated that they would put this into the 2018 budget and requested that Town Chairman, Curt Peterson look at the other culverts on Norwegian Hollow Road as well.

12) Discussion & possible action re: Town Well and Septic System. Clerk/Treasurer Sara Olson presented information in regards to where the Township would be able to hook up to City sewer and indicated pricing has been requested but no yet received. The Town Board requested that a price be obtained for abandoning the existing well as well. No action was taken.

13) Discussion & possible action re: Recycling Center Door. No action was taken.

14) Discussion & possible action re: Chapter 7 Intoxication Liquor and Fermented Malt Beverage License Ordinance Revision 9/5/2017. No action was taken.

15) Discussion & possible action re: 2017 WTA Fall Town Workshop. No action was taken.

16) Discussion & possible action re: Town Labor. Peter Vanderloo made a motion to seek a full-time highway patrolman with the ability to work flexible hours and to create a job description for the position. David Gollon seconded the motion. Motion carried. The application deadline will be Friday, September 29th 2017.

17-19) The Town Board didn’t go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c). Therefore, no action was taken on Items #17 thru #19.

20) Public Comment. Clerk/Treasurer Sara Olson presented information from Scott Godfrey in regards to a potential telecommunication tower along County Road CH.

21) Adjournment. David Gollon made a motion to adjourn the meeting at 7:58 p.m. Kyle Levetzow seconded the motion. Motion carried.
