Town Board Meeting Minutes
October 4th, 2011
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 P.M.
Town Supervisors in attendance were: David Thomas, David Blume, and David Gollon. Also in attendance were Stephanie Mueller, Maureen Rowe, Bill Ishmael, Britt Schmit, Gary Rowley, Dave Sample, David Ederer and Pat Ederer.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.
3) Approval of Meeting Minutes from September 6th, 2011. David Blume made a motion to approve the September 6th meeting minutes as submitted. David Thomas seconded the motion. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #8 Plan Commission Recommendations. David Thomas seconded the motion. Motion carried.
4) Plan Commission Recommendations. The following motions were made:
1. David Blume made a motion to recommend the approval of the rezoning of 10.00 acres more or less from A-1 Ag to AR-1 Ag Residential located in the part of the NE ¼ of the SW ¼ of Section 32, Town 6 North, Range 4 East currently being owned by Gary & Laurie Rowley with the conditions that the density standard be met with the appropriate acreage being put into a conservancy district. David Gollon seconded the motion. Motion carried.
2. David Gollon made a motion to recommend the approval of the conditional use permit to consider dairy equipment sales and services, agricultural services and sales and an electric business on a 2.8 acre B-2 Highway Business Lot in S26-T6N-R3E located at 3207 Bennett Road in the Town of Dodgeville. David Thomas seconded the motion. Motion carried.
5) Discussion & possible action re: DNR Draft Land Report. DNR representatives and the Town Board discussed the DNR Draft Land Report that was presented for informational purposes only. No action was taken.
Charlie Price arrived during this discussion.
6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Charlie Price made a motion to approve the Town of Dodgeville September 2011 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 49,172.96
Farmer’s Savings $ 77,164.51
M&I Tax Account $ 101,006.14
Local Government Investment Pool $ 6,950.71
M&I CD’s $ 150,495.63
Township Funds: $ 384,789.95
David Thomas seconded the motion. Motion carried.
Charlie Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $12,261.58
Sanitary District #2 $ 6,108.63
Sanitary District #3 $ 0.00
David Thomas seconded the motion. Motion carried.
7) Bills to be approved. David Gollon made a motion to approve all the October vouchers as submitted totaling $132,751.02. David Thomas seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the patrolmen were doing ditch work on Leffler Rd and Military Ridge Road. The Town Board had also requested that a quote be obtained for tractor tires. David Gollon also requested that the Town Patrolman put orange reflectors by telephone boxes to prevent them from being hit by the snow plow.
9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Board members that the Town Clean-Up will be taking place this weekend and presented information for the Department of Revenue in reference to assessing software changes.
10) Approval or Denial of Operators License for Elizabeth Heimerl for the 2011-2012 licensing year. David Blume made a motion to approve the operator’s license for Elizabeth Heimerl for the 2011-2012 licensing year. Charlie Price seconded the motion. Motion carried.
11) Discussion & possible action re: TRIP Project for 2012. The Town Board discussed potential Trip projects for 2012. David Thomas made a motion to apply for TRIP funds for Klosterman Road with the conditions that the landowner would be responsible for applying and installing field access driveways at their expense off the Town road. David Gollon seconded the motion. Motion carried.
12) Discussion & possible action re: Tree Damage on Leffler Road. Clerk/Treasurer Sara Olson indicated that she had received a call from an individual on Leffler Road indicating that the patrolmen mowed over some trees that were off the road right-of-way. Curt Peterson indicated that he had met with the landowner and the patrolman had accidentally got off the road right-of-way and ran over some trees. David Blume made a motion to pay the property owner $100 for damages which will allow the property owner to purchase a new bundle of trees to replace the mowed trees. David Thomas seconded the motion. Motion carried.
13) Discussion & possible action re: Chimney Rock Turn-Around. Town Chairman Curt Peterson had indicated that he had discussed the need to purchase additional land with the affected property owners on Chimney Rock Road. Curt Peterson indicated that the property owner was willing to sell the land for $0.01 with the conditions that the Town of Dodgeville install a field access driveway and modify the existing slope. David Gollon made a motion that the Town of Dodgeville purchase the land through a quit-claim deed and install a field access driveway at the Towns expense. Charlie Price seconded the motion. Motion carried.
14) Discussion & possible action re: Request for additional signage on Wilson/Esch Road (Horseback Riding). Clerk/Treasurer Sara Olson indicated that she had received a request for some horseback riding signs on Wilson/Esch Road. David Gollon made a motion to purchase 2 horseback riding signs to be placed on Wilson/Esch Road at potential dangerous spots to reduce the Townships liability. David Blume seconded the motion. Motion carried.
15) Discussion & possible action re: Scheduling of Budget Meetings. The Town Board scheduled meetings on October 13th and October 20th to draft the 2012 budget.
16) Discussion & possible adoption re: Resolution 2011-272 Amended Employee Grievance Procedure. The Town Board discussed the amended employee grievance procedure. David Gollon made a motion to approve and adopt Resolution 2011-272 Amended Employee Grievance Procedure as presented. David Thomas seconded the motion. Motion carried.
17) Public Comment. Charlie Price indicated that the Fire Department Committee had their annual meeting in which the City of Dodgeville informed them that they would be purchasing a new fire truck. Charlie Price had indicated that it had already been approved and was going to happen regardless.
18) Adjournment. David Thomas made a motion to adjourn the meeting. David Blume seconded the motion. Motion carried.
