Special Town Board Meeting Minutes
October 19th, 2009 @ 6:00 p.m.


1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:06 PM.

Town Supervisors in attendance were: David Thomas, Thomas Mueller and David Gollon. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, David Thomas made a motion to approve the public notice and agenda seconded by Supervisor Thomas Mueller. Motion carried.

3) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Roll call: Peterson, yes, Mueller, yes, Thomas, yes, Gollon, yes. Motion carried. Clerk Sara Olson was not present during closed session. Charles Price also arrived at 6:20 p.m. during the Closed Session discussion.

4) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 6:42 p.m.. David Thomas seconded the motion. Motion carried.

5) Board Action as a Result of Closed Session. David Gollon made a motion to increase the Full-time patrolman’s wages by 1% of the individual’s base salary for the year 2010, which is equivalent to $0.17 per hour. 401K benefits in 2010 will be based on the individual’s 2010 base salary. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to keep the hourly rate in 2010 the same as in 2009 for the part-time patrolmen. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to increase the Clerk/Treasurer’s salary by $1,000.00 for the year 2010 making the 2010 salary $36,000.00. 401K benefits in 2010 will be based off the new 2010 salary. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to have the recycling center attendant hourly wage remain the same for 2010 as in 2009. Thomas Mueller seconded the motion. Motion carried. Charles Price made a motion to allow the Deputy Clerk Treasurer that will be assisting the Clerk/Treasurer during her maternity leave to work a maximum of 10 hours a week to collect tax payments. The Deputy Clerk/Treasurer will be paid $17.00 an hour and will receive no benefits. Thomas Mueller seconded the motion. Motion carried.

6) Discussion & possible action re: Fire Signs. The Town Board discussed the progress on the installation of the Fire Signs as well as some concerns in reference to the placement of the fire signs. No action taken.

7) Discussion & possible action re: 2010 Town Budget. The Town Board worked and completed the preliminary draft of the 2010 Budget.

8) Discussion & possible action re: Setting dates & times for upcoming meetings. The Public Budget Hearing will be held on November 5th, 2009 at 6:00 p.m. The Special Town Meeting of the Electors of the Town of Dodgeville will be immediately following and then the Regular Town Board meeting will follow immediately after the completion of the Special Town Meeting of the Electors of the Town of Dodgeville.

9) Adjournment. David Thomas made a motion to adjourn the meeting at 8:55 P.M. Charles Price seconded the motion. Motion carried.
