Town Board Meeting Minutes
October 17th, 2016
5:30 p.m.

1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 5:33 p.m.

Town Supervisors in attendance were: Peter Vanderloo and Steven Johnson. Also in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

3) Discussion & possible action re: 2017 Budget. Clerk/Treasurer Sara Olson presented the draft of the proposed 2017 budget to the Town Board with the exclusion of the wages. Town Board members David Gollon and David Blume arrived during the discussion of the 2017 Budget. The Town Board indicated that they would resume discussion of the 2017 budget after going into Closed Session to discuss compensation of the public employees.

4) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation & Performance Evaluation). David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; Vanderloo, yes; Gollon, yes and Johnson, yes. Clerk/Treasurer Sara Olson was present during closed session with the exception of discussion of the Clerk/Treasurers compensation and performance evaluation.

5) Reconvene into Open Session. David Gollon made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.

6) Board action as a Result of Closed Session. David Gollon made a motion to increase the Clerk/Treasurer’s salary to $49,572.00 effective January 1st, 2017. Steven Johnson seconded the motion. Motion carried. David Gollon made a motion to increase the part-time patrolman wage to $22.50 effective January 1st, 2017. Steven Johnson seconded the motion. Motion carried. David Gollon made a motion to increase the Recycling Center Attendant wage to $12.50 effective January 1st, 2017. Steven Johnson seconded the motion. Motion carried. David Gollon made a motion to establish the wage of $23.00 per hour for the reclassified patrolman position effective January 1st, 2017. Steven Johnson seconded the motion. Motion carried.

Continuation of Item #3 2017 Budget. The Town Board continued discussing and balancing the 2017 budget.

7) Discussion & possible action re: Scheduling of a Fence Viewing. Clerk/Treasurer Sara Olson presented information in regards to a fence viewing request received by Dennis Dochnahl. Town Chairman, Curt Peterson had indicated that he walked the line fence in dispute and requested a loose wire be repaired but felt that the fence was legal. The Town Board requested that Dennis Dochnahl be contacted to verify if he would like to continue with the fence viewing and to obtain more information in regards to what specific portion of the fence is in need of review. The fence viewing was scheduled for October 29th @ 7:30 a.m.

8) Discussion & possible action re: Survey Road Culvert Project. Town Chairman, Curt Peterson updated the Town Board in regards to waiting until the spring to complete the Survey Road culvert project due to timing restraints.

9) Public Comment. None

10) Adjournment. David Gollon made a motion to adjourn the meeting at 8:10 p.m. David Blume seconded the motion. Motion carried.
