Town Board Meeting Minutes
October 16th, 2017
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Blume, Kyle Levetzow and David Gollon. Peter Vanderloo was excused. Also in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher and David Buckingham.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation) Kyle Levetzow made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Blume seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; Gollon, yes and Levetzow, yes. Clerk/Treasurer Sara Olson was present during the interview process but was absent during the discussion of employee compensation.

4) Reconvene into Open Session. Kyle Levetzow made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.

5) Board action as a Result of Closed Session. David Gollon made a motion to increase the Clerk/Treasurer’s salary to $50,811.30 effective January 1st, 2018. Kyle Levetzow seconded the motion. Motion carried. David Gollon made a motion to increase the part-time patrolman wage to $22.75 effective January 1st, 2018. Kyle Levetzow seconded the motion. Motion carried. David Gollon made a motion to increase the Recycling Center Attendant wage to $12.75 effective January 1st, 2018. Kyle Levetzow seconded the motion. Motion carried. David Gollon made a motion to establish the wage of $24.00 per hour for the full-time patrolman position effective upon the hiring of the selected individual. Kyle Levetzow seconded the motion. Motion carried. David Blume abstained from the motion in regards to the Recycling Center Attendant.

6) Approval re: 2018 MACK Invoice (Madison Truck). David Gollon approved the 2018 Mack invoice for payment in the amount of $66,096.00. Kyle Levetzow seconded the motion. Motion carried.

7) Discussion & possible action re: Grader. Clerk/Treasurer Sara Olson presented information in regards to the cost of a straight plow for the Grader. The Town Board discussed the proposals and indicated that they would be looking into trying to find a used plow due to costs. No action was taken.
8) Discussion & possible action re: 2018 Budget. The Town Board reviewed and continued to work on the draft of the 2018 Budget that was prepared by Clerk/Treasurer Sara Olson.

9) Discussion & possible action re: BMO Tax Account. Clerk/Treasurer Sara Olson presented proposals from Mound City Bank, Old National Bank and Heartland Credit Union. David Blume made a motion to close out the BMO Tax account and contact Mound City Bank in regards to setting up a depository account. Kyle Levetzow seconded the motion. Motion carried.

10) Discussion & possible action re: Parking on Road Right-of-Ways. Clerk/Treasurer Sara Olson presented information in regards to what options were available to the Township for prohibiting parking on the road right-of-way. The Town Board had requested that Clerk/Treasurer Sara Olson work with Town Supervisor, David Gollon to create an ordinance.

11) Public Comment. None

12) Adjournment. David Blume made a motion to adjourn the meeting at 8:33 p.m. David Gollon seconded the motion. Motion carried.
