Town Board Meeting Minutes
November 7th, 2017
*Immediately following the Special Meeting of the Town Electors*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:21 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo and Kyle Levetzow. Excused was David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Jeffrey Haylock, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

3) Adoption of the 2018 Budget. David Gollon made a motion to approve the 2018 Budget with the clear understanding the $50,000 that will be taken out of the fund balance in 2018 will be placed back in the fund balance in 2019. Kyle Levetzow seconded the motion. Motion carried.

4) Approval of Meeting Minutes from October 3rd and October 16th, 2017. David Gollon made a motion to approve the meeting minutes from October 3rd and October 16th as submitted. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo abstained from the motion.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s October 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 261,593.28
Farmer’s Savings $ 5,450.84
M&I Tax Account $ 174,388.92
M&I Tax Account – Tax Funds $ 0.00
Local Government Investment Pool $ 7,055.57
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 499,383.82
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,924.45

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. Kyle Levetzow made a motion to approve the November 7th, 2017 vouchers in the amount of $44,006.22. Peter Vanderloo seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Town Chairman, Curt Peterson informed the board of what roads he would be looking to sealcoat in 2018, reviewed the Iowa County TRIP Committee allocation history and discussed the filing of a TRIP application for Esch Road. David Gollon made a motion to submit a TRIP application for .41 miles of Esch Road. Kyle Levetzow seconded the motion. Motion carried. Clerk/Treasurer Sara Olson informed the board of issues that were discovered with the 2018 MACK and the progress of correcting the issues. The Town Board welcomed the new Full-time Patrolman Randy Beerkircher.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the Town Board with information in regards to the 2017 Town of Dodgeville Mill rate and the major class comparison report. Clerk/Treasurer Sara Olson also indicated that the office would be closed Thursday, November 9th in honor of Veterans Day.

9) Rescinding of motion from October 3rd – Item #12 – Log Inn, LLC (Darold Rux, Agent) Liquor License. The Town Board discussed the previous motion and indicated that they felt proper procedures were followed and therefore no action was taken on Item #9 or Item #10.
10) Public Hearing & possible action re: Revocation of the conditionally granted “Class B Beer & Liquor License” to Log Inn, LLC (Darold Rux, Agent). No action taken.

11) Discussion & possible action re: Resolution 2017-299 Designating Public Depository and Authorizing Withdrawal of Town Moneys. Peter Vanderloo made a motion to adopt Resolution 2017-299 Designating Public Depository and Authorizing Withdrawal of Town Money’s. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Resolution 2017-300 Adopting the Iowa County Multi-Hazard Mitigation Plan Update. Kyle Levetzow made a motion to adopt Resolution 2017-300 Adopting the Iowa County Multi-Hazard Mitigation Plan Update. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion & possible action re: Purchasing of a Universal Plow. The Town Board discussed the purchasing of an additional straight plow. David Blume made a motion to have Town Chairman, Curt Peterson work with the Patrolman on the purchasing of the straight plow. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Legal Description & City of Dodgeville Agreement for City Sewer & Water Services. Clerk/Treasurer Sara Olson presented information in regards to the need for a legal description as well an agreement for City Sewer & Water Services with the City of Dodgeville prior to connecting to services and annexation. Peter Vanderloo made a motion to contact Jewell & Associates to prepare a Certified Survey Map to obtain the legal description as well as to contact Angel & Angel in regards to drafting an agreement with the City of Dodgeville. Kyle Levetzow seconded the motion. Motion carried. The Town Board also requested that Clerk/Treasurer Sara Olson contact Rule Construction to obtain a quote for the required work.

15) Discussion & possible action re: Use-Value Conversion Fees. Clerk/Treasurer Sara Olson informed the Town Board of an assessor’s error in regards to the use-value conversion fees from 2012 – 2017. The amount of the error totaled $5,450.00 in which 50% of the funds are retained by Iowa County. Assessor, Cal Magnan had proposed to pay the unbilled use-value conversion fees due to the loss of revenue to the county and Township. Peter Vanderloo made a motion to accept the payment of the use-value conversion fees from the assessor due to the reoccurring error. Kyle Levetzow seconded the motion. Motion carried.

16) Discussion & possible action re: 2018 Assessor Contract. Clerk/Treasurer Sara Olson presented the 2018 Assessor’s Contract in the amount of $15,000.00. The Town Board discussed the assessor’s contract and indicated that they will be going out for proposals for assessment services for 2019 and would like to put the same conditions/stipulations on the 2018 assessor’s contract as were on the 2017 contract. David Gollon made a motion to accept the 2018 Assessors contract with the same conditions/stipulation as the 2017 contract from Magnan Assessment Services. Peter Vanderloo seconded the motion. Motion carried.

17) Discussion & possible action re: Audit Engagement Letter. Clerk/Treasurer Sara Olson presented the 2017 – 2019 audit engagement letter from Johnson Block & Company and indicated that she would have Johnson Block & Company prepare the state financial report for 2017 but then would file the report on behalf of the Township in 2018 & 2019. Kyle Levetzow made a motion to approve the 2017 – 2019 audit engagement letter from Johnson Block & Company. Peter Vanderloo seconded the motion. Motion carried.

18) Discussion & possible action re: 2017-2018 Winter Agreement. Clerk/Treasurer Sara Olson presented the 2017-2018 Winter Agreement from Rule Construction. David Gollon made a motion to approve the 2017-2018 winter agreement from Rule Construction. Kyle Levetzow seconded the motion. Motion carried.

19) Discussion & possible action re: Town of Dodgeville Radios. Clerk/Treasurer Sara Olson presented information and a proposal in regards to the current radios that were in need of reprogramming, wiring issues and installation in the Town equipment. David Gollon made a motion to have a General Communications reprogram and install the radio as proposed. Peter Vanderloo seconded the motion. Motion carried.

20) Discussion & possible adoption re: Ordinance Chapter 31 Prohibiting of Parking on Town Road Right-of-Ways. Clerk/Treasurer Sara Olson presented the drafted Ordinance to the Town Board. The Town Board discussed the drafted ordinance and felt that some modification would need to be made as well as determining what road should be prohibited from parking if that was the direction the Town Board would like to take. No action was taken.

21) Public Comment. Jeffrey Haylock expressed his concerns in regards to AR-15’s in light of the recent shooting that have been taking place in the United States.

22) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 8:25 p.m. Kyle Levetzow seconded the motion. Motion carried.
