Town Board Meeting Minutes
November 6, 2008 @ 6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:06 PM.

Town Supervisors in attendance were: Greg Jewell, and David Gollon. Also in attendance were Clerk Sara Olson, JR Reynolds, David Rule, and Bruce Bowden.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Greg Jewell. Motion carried.

Town Chairman, Curt Peterson made a motion to suspend the agenda. David Gollon seconded the motion. Motion carried.

3) Discussion and possible action re: Plan Commission Recommendations. David Gollon made a motion to approve the Planning Commission’s recommendation to approve the petition by David Rule to rezone the 5.64 acres more or less from A-1 Agricultural to AR-1 Ag Residential with the remaining 29.34 acres to be placed in the county conservancy district or overlay district. Greg Jewell seconded the motion. Motion carried. JR Reynolds and David Rule left after this topic was completed.

4) Discussion and possible action re: Final Road Acceptance for 2nd Northridge Addition. Bruce Bowden provided all lien waivers to the Town Board with the exception of Collin’s & Hying as requested. The Town board also received the letter of credit and a signed recorded copy of the subdivision plat. David Thomas arrived as 6:22 p.m. during the discussion. Greg Jewell made a motion to make a conditional approval as to the Final Road Acceptance of 2nd Northridge Addition with the condition the Long-Term Storm Water Management and maintenance of the facilities be clarified and a amendment be recorded if necessary. David Thomas seconded the motion. Motion carried. Roll Call, Gollon, yes; Thomas, yes; Peterson, yes; Jewell, yes. Bruce Bowden left after this topic was completed.

5) Approval of Meeting Minutes from October 7, 2008, October 16, 2008, October 23, 2008 & October 30, 2008. Greg Jewell made a motion to approve the October 7, 2008 minutes with the correction of fixing the mistyped numerical order. Also paragraph seventeen should read as follows: Board member David Gollon requests a resolution be drafted in reference to Iowa County Sheriff’s Department enforcing traffic laws on Township roads when bicycling events are taking place. This is causing safety issues. No action taken. David Gollon seconded the motion. Motion carried. David Gollon made a motion to approve the October 16, 2008 minutes with correcting a spelling error in paragraph three and also changing Bruce Lease to Lease Excavating, LLC. David Thomas seconded the motion. Motion carried. David Gollon made a motion to approve the October 23, 2008 minutes as submitted. Greg Jewell seconded the motion. Motion carried. David Thomas made a motion to approve the October 30, 2008 minutes with correcting the first sentence in paragraph 5 to remove the words over field and insert any driveway. David Gollon seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Greg Jewell made a motion to approve the Town of Dodgeville October 2008 Treasurer’s Report as submitted. David Gollon seconded the motion. Motion carried. David Thomas made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted. Greg Jewell seconded the motion. Motion carried.

7) Bills to be approved. David Gollon made a motion to approve all the November Vouchers as submitted. Greg Jewell seconded the motion. Motion carried.

8) Discussion and possible adoption re: Resolution #2008-256 Dog Fees in the Township of Dodgeville. David Gollon made a motion to approve and adopt Resolution #2008-256 stating that the Dog Licensing Fees for the Town of Dodgeville are as follows: Unspayed Females & Males $15.00 per dog, Spayed Females & Males $6.00 per dog, Kennel Tags $75.00. A $15.00 late fee will be charged to any dog licensed after April 1st of the licensing year. David Thomas seconded the motion. Motion carried.

9) Discussion and possible action re: Purchasing of Tires for Equipment. Greg Jewell made a motion to purchase the required tires for the two snow plows with the assistance of David Gollon. David Thomas seconded the motion. Motion carried. David Thomas made a motion to sell the four used tires off of the snow plow for $50.00 a piece, totaling $200.00. Greg Jewell seconded the motion. Motion carried.

10) Discussion & possible action re: Creation of a Town Website. Clerk Sara Olson presented the Town Board with information from Town Web Design, Inc. in reference to the creation of a Town Website. Greg Jewell made a motion to go with Town Web Design, Inc for the fee of $310.00 a year for three years. David Gollon seconded the motion. Motion carried.

11) Discussion & possible action re: Sanitary District #1 lift station repair invoices. Clerk Sara Olson received a call from a customer in Sanitary District #1 in reference to the invoice they received. The customer was inquiring what payment options were available to them due to the lift station repairs were a high dollar amount. David Thomas made a motion if they pay less than the stated amount of the lift station repairs by the due date of the invoice they will pay 1% interest a month on the unpaid balance of the lift station repairs until the invoice is paid in full. Greg Jewell seconded the motion. Motion carried.

12) Discussion & possible action re: Quickbooks Training. Curt Peterson made a motion to approve Sara Olson to attend the Quickbooks Training in Madison. The Town Board will pay for the cost of the training plus mileage. David Gollon seconded the motion. Motion carried.

13) Discussion & possible action re: Initial Comments on County Y Interchange. The Town Board reviewed the two proposed alternative on the County Y Interchange and were not in favor of either alternative. Some of the reasons the Board was not in favor of these proposed alternatives are there is excessive use of farmland, taking of buildings, excessive side roads, and excessive costs to the township. The Town Board felt a different alternative is needed as these alternatives cause excessive burden on the tax payers as well as the township. The Town Board requested that Clerk Sara Olson send a letter to Larry Barta as requested in reference to their initial comments. No action taken.

14) Discussion & possible action re: Garbage Disposal & Recycling Contract. The Town Board discussed the Garbage Disposal & Recycling Contract that expires on January 1, 2009 with our current vendor Town & Country Sanitation. The Town Board requested that Clerk Sara Olson contact Town & Country Sanitation to see what the renewal process is and to obtain what the costs would be for the year 2009. No action taken.

15) Discussion & possible action re: Audit Engagement Letter. The Town Board received an audit engagement letter from Johnson Block & Company for the years ending December 31, 2008 through December 31, 2010. David Gollon made a motion to approve and sign the engagement letter with Johnson Block & Company. David Thomas seconded the motion. Motion carried.

16) Discussion and possible action re: Health Insurance. David Thomas made a motion to approve the purchasing of health insurance for full-time employees with the employer/employee contribution percentage being determined at a later meeting. David Gollon seconded the motion. Motion carried.

17) Discussion and possible action re: 2009 Town Budget. Curt Peterson made a motion to take $36, 644.43 out of the fund balance to balance the budget. David Gollon seconded the motion. Roll call; Peterson, yes; Gollon, yes; Thomas, yes; Jewell, yes. Motion carried.

18) Discussion and possible action re: Setting dates & times for upcoming meetings. On December 1st at 6:00 p.m. there will be a Public Budget Meeting. Immediately following the previous meeting there will be a Special Town Meeting of the Electors of the Town of Dodgeville. Also, immediately following the Special Town Meeting of the Electors of the Town of Dodgeville there will be a Special Town Board Meeting. The Regular Monthly Town Board Meeting will be held on December 2nd, 2006 @ 6:00 p.m.

19) Public Comment. None

20) Adjournment. David Gollon made a motion to adjourn the meeting at 8:50 P.M. David Thomas seconded the motion. Motion carried.
