Town Board Meeting Minutes
November 3rd, 2022
*Immediately following the Special Town Meeting of the Town Electors*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:08 p.m.

Town Supervisors in attendance were Pam Johnson-Loy and David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Pam Johnson-Loy. Motion carried.

3) Public Comment. None

4) Approval of Meeting Minutes from October 4th, 2022 & October 17th, 2022. David Pope made a motion to approve the October 4th, 2022 meeting minutes and the October 17th, 2022 meeting minutes as presented. Pam Johnson-Loy seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s October 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 187,283.69
Farmer’s Savings $ 522,680.01
Local Government Investment Pool $ 7,464.54
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 750,930.04

Township Funds: $1,468,358.28
ARPA Funds: $ 147,965.32

Pam Johnson-Loy seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 19,212.23

Pam Johnson-Loy seconded the motion. Motion carried.

6) Bills to be approved. David Pope made a motion to approve the November 3rd, 2022 vouchers in the amount of $122,610.34 and Sanitary District #1 vouchers in the amount of $4,027.45. Pam Johnson-Loy seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to receiving the recapped tires on the yellow tandem truck, the status of the needed repairs due to a vehicular accident on the Hunter Hollow Bridge and the status on receiving the loader/backhoe. Town patrolman Randy Beerkircher indicated that he would be obtaining updated pricing in regards to mowing equipment as requested.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to the preliminary major class comparison report received from the Department of Revenue.

9) Adoption of the 2023 Town Budget. David Pope made a motion to adopt the 2023 Town Budget in the amount of $1,489,233.08. Pam Johnson-Loy seconded the motion. Motion carried.

10) Discussion & possible action re: Iowa County Humane Society Stray and Abandoned Animal Service Contract. Clerk/Treasurer Sara Olson presented information in regards to the existing contract and number of stray animals that have been received in 2022. David Pope made a motion to approve the 2023 Iowa County Humane Society Stray and Abandoned Animal Contract with the additional verbiage from the previous years. Pam Johnson-Loy seconded the motion. Motion carried.

11) Discussion and possible action re: Extended Warranty for Purchased Backhoe. Clerk/Treasurer Sara Olson presented information in regards to the available extended warranties for the recently purchased John Deere Backhoe Loader. No action was taken.

12) Discussion & possible action re: Town of Dodgeville / ATC Road Use Agreement. Clerk/Treasurer Sara Olson presented a Road Use/Repair agreement that had been received from the American Transmission Company. David Pope made a motion to have Jewell & Associates review the drafted agreement. Pam Johnson-Loy seconded the motion. Motion carried.

13) Discussion & possible action re: Recycling Center Holiday Hours. The Town Board discussed the Recycling Center holiday hours due to both Christmas Eve and New Year’s Eve falling on Saturday’s in 2022. The Town Board requested Clerk/Treasurer Sara Olson to talk to the Recycling Center staff to see if the individual would be willing to work the regular Saturday scheduled hours. No action was taken.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation) Pam Johnson-Loy seconded the motion. Motion carried. Roll call: Peterson, yes; Pope, yes; and Johnson-Loy; yes. Clerk/Treasurer Sara Olson and Kevin Zajicek were also present.

15) Reconvene into Open Session. David Pope made a motion to reconvene into open session. Pam Johnson-Loy seconded the motion. Motion carried.

16) Board action as a result of Closed Session. David Pope made a motion to move Kevin Zajicek to the PTO accrual of 20+ years or 8.461 per pay period starting with the November 9th, 2022 paycheck. Pam Johnson-Loy seconded the motion. Motion carried.

17) Adjournment. David Pope made a motion to adjourn the meeting at 7:11 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
