Town Board Meeting Minutes
November 1, 2012
*Immediately following the Special Town Meeting of the Electors of the Town of Dodgeville*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:17 P.M.

Town Supervisors in attendance were: David Blume and David Gollon. Charlie Price was absent. Also in attendance were Clerk Sara Olson, Charlie Rolli and Jeff Haylock.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Adoption of the 2013 Budget. David Gollon made a motion to adopt the 2013 Budget as Follows:

REVENUES: 2013 Budget
Personal & Property Tax $410,728.00
Other Tax/Special Assessments $ 5,750.00
Intergovernmental Revenues $193,159.00
Licenses and Permits $ 12,000.00
Public Charges for Services $ 10,630.00
Miscellaneous Revenues $ 2,300.00
Fund Balances Applied $ 0.00
Intergovernmental Charges $134,330.00
Short Term Loan Proceeds $ 0.00
Total Revenues & Fund
Balance Applied $768,897.00

EXPENDITURES:
General Government $122,005.00
Public Safety $105,450.00
Public Works $484,332.00
Health & Human Services $ 8,500.00
Conservation and Development $ 1,500.00
Capital Outlay $ 10,250.00
Debt Service $ 36,860.00
Total Expenditures $768,897.00

David Blume seconded the motion. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #7 Town Roads/Equipment Report. David Gollon seconded the motion. Motion carried.

4) Town Roads/Equipment Report. Town Patrolman Charlie Rolli had indicated that he had received a price from the county for brushing some of the township roads. He had also contacted the Town of Ridgeway to see if they would be interested in brushing for the Township but hadn’t received a price at this time. Charlie Rolli also discussed how they would be turning around on Chimney Rock Road for snow plowing purposes.

5) Discussion & possible action/adoption re: Amended Resolution 2009-257 Town of Dodgeville Health Insurance Reimbursement and Compensation Policy. The Board didn’t take any action on this item.

6) Approval of Meeting Minutes from October 2nd, October 8th, October 15th and October 22nd, 2012. David Blume made a motion to approve the minutes from October 2nd, October 8th, October 15th and October 22nd as presented. David Gollon seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville October 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 96,539.97
Farmer’s Savings $ 51,579.78
M&I Tax Account $ 143,551.59
Local Government Investment Pool $ 6,961.56
M&I CD’s $ 101,224.41


Township Funds: $ 399,857.31


David Blume seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $10,325.26
Sanitary District #2 $ 9,606.89

David Blume seconded the motion. Motion carried

8) Bills for Approval. David Gollon made a motion to pay the November vouchers in the amount of $18,202.09. David Blume seconded the motion. Motion carried.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she has been preparing for the November election and has been extremely busy with absentee voters.

10) Discussion & possible action re: Plan Commission Recommendations. No action was taken as the individual that submitted the petition to be discussed didn’t attend the plan commission meeting.

11) Discussion & possible action re: 2013 Humane Society Contract. No action taken.

12) Discussion & possible action re: Amended Resolution 2008-109 Fire Calls in the Township of Dodgeville. No action taken.

13) Discussion & possible action re: Driveway Variance Request (Evans Quarry Rd). No action taken.

14) Discussion & possible action re: Purchasing of Fuel for equipment. Town Chairman Curt Peterson had indicated that he requested this item be put on the agenda as we haven’t received any vouchers from the Highway Department for services beyond May including any fuel. The Town Board felt that this could affect our end of the year numbers and potentially be an issue. No action was taken at this time.

15) Acceptance of Resignation Letter from Town Board Member David Thomas. David Blume made a motion to accept the resignation letter of David Thomas. David Gollon seconded the motion. Motion carried.

16) Discussion & possible action re: Wisconsin State Statue 17.25 (Filling a vacancy in an elected office). The Town Board discussed State Statue 17.25 and indicated some possible candidates to fill the vacancy. Clerk/Treasurer Sara Olson will contact the individuals that were recommended to see if they would be interested sitting on the Town Board.

17) Public Comment. None

18) Adjournment. David Blume made a motion to adjourn the meeting. David Gollon seconded the motion. Motion carried.
