Town Board Meeting Minutes
November 1st, 2011
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 P.M.

Town Supervisors in attendance were: David Thomas and David Blume. Also in attendance were Ben Longcore, Michael Ryan and Michael Fenley.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #8. David Thomas seconded the motion. Motion carried.

3) Discussion & possible action re: Building Inspector Changes – Fenley Total Inspections, LLC. Building inspector Michael Fenley indicated to the Town Board that his employer Vierbiecher & Associates is no longer going to be performing building inspection services. Michael Fenley indicated that he and another partner are still going to be doing building inspections as Fenley Total Inspections, LLC. Fenley Total Inspections, LLC presented a contract and proof of insurance to the Town Board that was identical to the fees established in the contract that the Township had with Vierbiecher & Associates. David Thomas made a motion to accept and approve the contract as presented from Fenley Total Inspections, LLC. David Blume seconded the motion. Motion carried.

4) Discussion & possible action re: Review of Insurance Policy for 2011-2012 – Rural Insurance. Michael Ryan and the Town Board discussed and reviewed the insurance policy for any updates necessary updates.

5) Discussion & possible action re: YZ Interchange (Par-clo versus Diamond Ramp). The Town Board was given the most recent map of the county YZ Interchange that was sent to the landowners by the Department of Transportation. The Department of Transportation had asked the Town Board for a recommendation as to what type of interchange they preferred. Ben Longcore, an affected landowner, had indicated his concerns that were also presented to the state in reference to a par-clo versus diamond ramp. David Blume made a motion to recommend Alternative 1B Diamond Ramp requesting that they leave the bicycle trail in its current location, however if that is not possible they request that they leave the vegetation on the north side of the bicycle trail that abuts the large lot subdivision. David Thomas seconded the motion. Motion carried.

6) Approval of Meeting Minutes from October 4th 2011, October 13th 2011 and October 20th 2011. David Thomas made a motion to approve the October 4th, October 13th and October 20th meeting minutes as submitted. David Blume seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. David Thomas made a motion to approve the Town of Dodgeville October 2011 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 30,191.63
Farmer’s Savings $ 77,180.37
M&I Tax Account $ 76,993.14
Local Government Investment Pool $ 6,951.35
M&I CD’s $ 101,006.14

Township Funds: $ 292,322.63

David Blume seconded the motion. Motion carried.

David Thomas made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,932.96
Sanitary District #2 $ 5,816.90


David Blume seconded the motion. Motion carried.

8) Bills to be approved. David Blume made a motion to approve all the November vouchers as submitted totaling $23,355.52. David Thomas seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board on the status of the Brue Road project. Clerk/Treasurer Sara Olson had also presented the Town Board with an estimate from Don’s Tire in reference to tractor tires in which the Town Board did not take action to purchase tires at this time. Curt Peterson indicated to the Town Board that he has been working on repairing the leaks on the roof at the Town Shop.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Board members that there will be a School District Referendum election next week. Clerk/Treasurer Sara Olson also asked the Board for permission to attend a two day training in Madison on November 15th & 16th to become certified with the state to be a provider versus relying on the county for the Statewide Voter Registration System to reduce town election expenses. David Thomas made a motion to allow Clerk/Treasurer Sara Olson to attend the training and become SVRS certified. David Blume seconded the motion. Motion carried.

11) Discussion & possible action re: TRIP Project for 2012. Town Chairman, Curt Peterson had indicated to the Town Board that he felt the Township should submit a TRIP application for the Chimney Rock Road Turn-Around as well as a TRIP-D application for the Roh/Walter Road Project to try to get some grant money for these upcoming projects. The Town Board agreed and will be submitting applications for these projects as well as Klosterman Road.

12) Discussion & possible action re: Removal of Cottonwood Trees on Leffler Road. Clerk/Treasurer Sara Olson had contacted Bill Hamilton to get an estimate of what it would cost to remove the cottonwood trees on Leffler Road and was unable to get an estimate due to Bill had several questions that needed clarity from the Town Board. No action was taken.

13) Discussion & possible action re: Chimney Rock Turn-Around. No discussion or action was taken due to we didn’t receive the necessary paperwork from the surveyor.

14) Discussion & possible action re: Prohibiting of Concealed Carried Weapons on Town owned property. The Town Board discussed the prohibiting of concealed carried weapons on Town owned property (Town Hall/Shop & Recycling Center).
Curt Peterson made a motion to post signs prohibiting concealed carried weapons in Town owned property. David Thomas seconded the motion. Motion carried.

15) Discussion & possible adoption re: Resolution 2011-273 Increase in Tax Levy by 0.5% from the unused levy in 2010. David Thomas made a motion to adopt Resolution 2011-273 approving an increase in the tax levy by 0.5% from the unused levy in 2010 in which the town electors will approve or deny at the Special Town Board meeting of the town electors held on November 7th, 2011. David Blume seconded the motion. Motion carried.

16) Public Comment. None

17) Adjournment. David Blume made a motion to adjourn the meeting at 8:07 p.m. David Thomas seconded the motion. Motion carried.
