Town Board Meeting Minutes
November 11th, 2021
*Immediately following the completion of the Special Town Meeting of the Electors of the Town of Dodgeville*


1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Gollon, David Pope and Kyle Levetzow. Also, in attendance were Clerk/Treasurer Sara Olson, Pam Johnson-Loy and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. Town Supervisor, David Gollon had indicated some concerns in regards to fees and building permits that need to be obtain when replacing items due to a disaster (fire, tornado, etc.). Town Supervisor, Kyle Levetzow and other members had indicated some concerns in regards to the Leffler Rd project and the bid specifications.

3) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

4) Approval of Meeting Minutes from October 5th & October 20th, 2021. Peter Vanderloo made a motion to approve the October 5th & October 20th, 2021 meeting minutes as presented. Kyle Levetzow seconded the motion. Motion carried. David Gollon abstained.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s October 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 168,810.80
Farmer’s Savings $ 226,063.25
Local Government Investment Pool $ 7,411.96
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 400,106.69

Township Funds: $ 802,392.70
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,295.60

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the November 11th, 2021 vouchers in the amount of $152,363.26 and Sanitary District #1 vouchers in the amount of $2,708.05. David Pope seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Town Chairman Curt Peterson, Sara Olson and Randy Beerkircher updated the Town Board in regards to concerns on the Leffer Road project including the slopes, steep ditches and culvert sizing. Town Chairman, Curt Peterson also updated the Board in regards to the Military Ridge Rd TRIP-S application and creating the joint project application with the City of Dodgeville.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the Preliminary Major Class Comparison for 2021.

9) Adoption of the 2022 Town Budget. David Gollon made a motion to adopt the 2022 Town Budget as presented. Kyle Levetzow seconded the motion. Motion carried.

10) Discussion and possible action re: Contract for the Construction of Public Improvements to be Accepted by the Town of Dodgeville – Black Diamond Subdivision. Kyle Levetzow made a motion to accept the contract for the construction of public improvements to be accepted by the Town of Dodgeville – Black Diamond Subdivision. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion and possible adoption re: Ordinance Chapter 32 – Ordinance to Adopt the Wisconsin Municipal Records Schedule. Peter Vanderloo made a motion to adopt Ordinance Chapter 32 – Ordinance to Adopt the Wisconsin Municipal Records Schedule. David Pope seconded the motion. Motion carried.

12) Discussion & possible action re: Approval or Denial of Operator’s License for Claire Rickey. Kyle Levetzow made a motion to approve the issuance of an operator’s license to Claire Rickey for the 2021-2022 licensing year. David Pope seconded the motion. Motion carried.

13) Discussion & possible action re: Garbage & Recycling Service Contract – Town & Country. Clerk/Treasurer Sara Olson presented a three-year contract from Town & Country Sanitation. Peter Vanderloo made a motion to approve the contract with what is currently on site versus the proposed option. Kyle Levetzow seconded the motion. Motion carried. Clerk/Treasurer Sara Olson also indicated that all glass, tin and plastics will no longer need to be separated.

14) Discussion & possible action re: Recycling Center Holiday Hours & Metal Dumpster Option. The Town Board discussed the Recycling Center hours due to Christmas Day and New Year’s Day falling on Saturday’s this year. The Town Board indicated that hours would be extended on Wednesday to accommodate for the closing of the Recycling Center on Christmas Day and New Year’s Day. The Town Board also discussed the option of placing a dumpster within the fenced area for metal however no action was taken.

15) Discussion & possible action re: Ambulance Contract – 2018, 2019 & 2020. Clerk/Treasurer Sara Olson presented a copy of the ambulance contract and discussed the interpretation of the contract in regards to billing. It was indicated that the ambulance contract should be reviewed and potentially updated due to the age of the contract. No action was taken.

16) Discussion & possible action re: Resolution 2021-137 Resolution Authorizing Financing for Leffler Road Project. No action was taken.

17) Discussion & possible action re: Proposal for replacement of lights in Town Shop. Clerk/Treasurer Sara Olson presented a proposal from Johanning Electric for replacement of lights in the Town Shop. David Gollon made a motion to accept the proposal in the amount of $3,110.00 utilizing ARPA funds to complete the project. Peter Vanderloo seconded the motion. Motion carried.

18) Discussion & possible action re: Premium Pay using ARPA Funds. The Town Board requested that Clerk/Treasurer Sara Olson prepare calculations of hours worked per employee and move the agenda item to the December board meeting. No action was taken.

19) Discussion & possible action re: Town of Dodgeville Building Inspector. The Town Board had indicated that they have some concerns in regards to the services being provided by the building inspector and requested that Clerk/Treasurer Sara Olson ask him to attend the December 7th Town Board meeting. No action was taken.

20) Adjournment. David Gollon made a motion to adjourn the meeting at 7:49 p.m. Peter Vanderloo seconded the motion. Motion carried.
