Town Board Meeting Minutes
May 7th, 2019
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were: Peter Vanderloo, David Gollon, David Pope and Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Fred Gruber, Carl Thorsen, and Kerry Everson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Approval of Meeting Minutes from April 16th, 2019. Kyle Levetzow made a motion to approve the meeting minutes from April 16th, 2019 as presented. David Pope seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s April 2019 Treasurer’s Report stating the following fund balances:

General Checking $ 127,318.00
Farmer’s Savings $ 393,040.16
Local Government Investment Pool $ 7,253.69
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 146,136.51

Township Funds: $ 673,748.36
Tax Funds: $ 0.00

Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $8,451.63

Kyle Levetzow seconded the motion. Motion carried.

David Gollon arrived during the discussion of this item.

5) Bills to be approved. Kyle Levetzow made a motion to approve the May 7th, 2019 vouchers in the amount of $10,454.63 and Sanitary District #1 vouchers in the amount of $168.98 as submitted. David Pope seconded the motion. Motion carried.

Kyle Levetzow made a motion to suspend the agenda and move to Item #8 – 2019 Sealcoating of Town Roads. David Pope seconded the motion. Motion carried.

6) Discussion & possible award re: 2019 Sealcoating of Town Roads. Clerk/Treasurer Sara Olson presented two bids from Scott Construction and Fahrner Asphalt for sealcoating of Town Roads. David Gollon made a motion to award the 2019 sealcoating of Town Road to the lowest bidder Scott Construction in the amount of $163,200.00. Kyle Levetzow seconded the motion. Motion carried. The Town Board discussed the additional options that were on the bids received by Scott Construction and Fahrner Asphalt in regards to available funds for road projects and requested that Town Chairman Curt Peterson view the roads in which double sealing was recommended and bring back recommendations to be acted upon at the next Town Board meeting on June 4th, 2019.

7) Discussion & possible award re: 2019 Crack Filling of Town Roads. Clerk/Treasurer Sara Olson presented two bids from Scott Construction and Fahrner Asphalt for crack filling of Town Roads. David Gollon made a motion to award the 2019 crack filling of Town Roads to the lowest bidder Scott Construction in the amount of $4.00 per pound of material used. Peter Vanderloo seconded the motion. Motion carried.

8) Discussion & possible action re: Leffler Road Ditching/Sloping Bank Presentation. Fred Gruber from Jewell & Associates presented plan documents and costs estimates for the Leffler Road Project. The Town Board discussed the cost estimates, plan documents and the need to possibly complete the project in two phases if TRIP-D funding isn’t granted due to the large cost of the project. David Gollon made a motion to submit an application for TRIP-D funding for the entire Leffler Road project by November. Kyle Levetzow seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board on road closers due to construction, concerns in regards to traffic on Section Line Rd due to 18/151 road construction and other various road construction that was happing on state roads in Iowa County.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that everything went smoothly at the Spring Clean-Up and the Lift Station Upgrades have been postponed due to the weather and soft ground.

11) Discussion & possible action re: Lawn Mowing Proposals. Clerk/Treasurer Sara Olson presented two lawn mowing proposals that were received from Klosterman Lawn Service and Nathan Mellum for mowing of the Town Hall and cemeteries. David Gollon made a motion to approve a two year mowing contract with Klosterman Lawn Service in the amount of $60.00 per mowing of the Rockwell Mill Cemetery, $45.00 per mowing of the Valley View Cemetery, $45.00 per mowing of the Garrison Grove Cemetery and $45.00 per mowing of the Town Hall. Peter Vanderloo seconded the motion. Motion carried. Kyle Levetzow abstained from the motion.

12) Discussion & possible action re: Planning Commission Recommendations. David Gollon made a motion to recommend the approval of the conditional use application of Charles Grimm to create two AR-1 lots of approximately 2.5 acres more or less located in part of the W part of the NE ¼ of the SW ¼ of Section 34, Town 6 North, Range 3 East located at 721 S. Linn Street. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion & possible action re: Appointment of Plan Commission Member. Clerk/Treasurer Sara Olson informed the Board that she was still waiting to hear back from individuals that were contacted in regards to serving on the Planning Commission and would present names of interested individuals at the June Regular Town Board meeting.

14) Discussion & possible action re: Mailbox Damages – Cannonball Trail. Clerk/Treasurer Sara Olson presented a receipt from the purchasing of a mailbox by Charles Price that was potentially damaged during a snow event. The Town Board discussed how these situations have been handled in the past and wanted to obtain more information in regards to the situation. David Gollon made a motion to hold off on taking any action until next month’s meeting and to have Town Chairman Curt Peterson look into the situation. Kyle Levetzow seconded the motion. Motion carried.

15) Public Comment. None

16) Adjournment. David Gollon made a motion to adjourn the meeting at 7:47 p.m. Kyle Levetzow seconded the motion. Motion carried.
