Town Board Meeting Minutes
May 4th, 2021
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were David Pope, David Gollon and Kyle Levetzow. Excused was Peter Vanderloo. Also, in attendance was Clerk/Treasurer Sara Olson, Larry Nelson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

4) Approval of Meeting Minutes from April 20th, 2021. David Pope made a motion to approve the April 20th, 2021 meeting minutes as presented. Kyle Levetzow seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s April 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 76,414.03
Farmer’s Savings $ 225,932.00
Local Government Investment Pool $ 7,409.87
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 556,025.68

Township Funds: $ 865,781.58
Tax Funds: $ 0.00

Kyle Levetzow seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $9,891.23

Kyle Levetzow seconded the motion. Motion carried.

6) Bills to be approved. Kyle Levetzow made a motion to approve the May 4th, 2021 vouchers in the amount of $2,800.12 and Sanitary District #1 vouchers in the amount of $121.51. David Pope seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson and Town Patrolman Randy Beerkircher updated the Town Board in regards to equipment and the fixing of the ditch on Survey Road. Town Chairman Curt Peterson informed the Township of individuals planting crops in the road right-of-way and updated them in regards to Miess Road and the road right-of-way. David Gollon made a motion to approve wedging on McGraw and Lawinger Road. Kyle Levetzow seconded the motion. Motion carried.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board that Open Book will be held on May 10th, 2021 from 3-5 and Board of Review will be held on May 24th, 2021 from 6-8.

9) Discussion and possible action re: Planning Commission Recommendations.

1. David Gollon made a motion to approve the conditional use application of Randall Ridge LLC for the purpose of allowing a second farm related residence on 119.3 acres more or less currently zoned A-1 Ag with the condition that 35 acres are placed into the AC-1 district. Kyle Levetzow seconded the motion. Motion carried.

2. David Gollon made a motion to approve the rezoning of 3.5 acres more or less from A-1 Ag to AR-1 located in pt of the SW ¼ of the SW ¼ and the pt of the NW ¼ of the SW ¼ of Section 29, Town 6 North, Range 4 East located on Section Line Road with the appropriate acreage being placed into the conservancy district. Kyle Levetzow seconded the motion. Motion carried.

3. Kyle Levetzow made a motion to recommend the approval of the rezoning application of David & Tim Gollon to rezone 80 acres more or less from AB-1 to A-1 Ag located in the SW ¼ and the NW ¼ of the SW ¼ of Section 35, Town 6 North, Range 3 East located on Brennan Road. David Pope seconded the motion. David Gollon recused himself.

4. No action was taken by the Town Board on the Preliminary Plat of Hallada Subdivision. The Town Board discussed the Planning Commission recommendation and wanted to look into the potential options to have a thru-road versus a cal-du-sac due to various factors. David Gollon made a motion to recommend that Jewell & Associates re-work the preliminary plat to see if a thru-road would be possible and the potential costs associated with this action. Kyle Levetzow seconded the motion. Motion carried.

10) Discussion & possible action re: Upgrading of Quickbooks. Kyle Levetzow made a motion to purchase Quickbooks Pro 2021. David Gollon seconded the motion. Motion carried.

11) Discussion & possible action re: 2022 Assessment Services Proposals. Clerk/Treasurer Sara Olson presented proposals from Cal Magnan and Chimney Rock Appraisals. The Town Board review the proposals. Kyle Levetzow made a motion to request meeting Chimney Rock Appraisals at the June 1st Board meeting to discuss the proposal prior to acting upon any of the proposals. David Gollon seconded the motion. Motion carried.

12) Discussion & possible action re: Creation of a Facebook Page. No action was taken.

13) Discussion & possible action re: Sealcoating – Goldmine Road. David Gollon made a motion to approve Scott Construction to double chip seal Goldmine Road in the amount of $19,231.00 Kyle Levetzow seconded the motion. Motion carried.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. The Town Board did not go into closed session. No action was taken.

15) Reconvene into Open Session. Not applicable.

16) Board action as a result of Closed Session. Not applicable.

17) Adjournment. David Gollon made a motion to adjourn the meeting at 6:38 p.m. David Pope seconded the motion. Motion carried.
