Regular Town Board Meeting
March 3rd, 2009 @ 6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:23 p.m.

Town Supervisors in attendance were: David Gollon, Greg Jewell and Charles Price. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, Greg Jewell made a motion to approve the public notice and agenda seconded by Supervisor, Charles Price. Motion carried.

Greg Jewell made a motion to suspend the agenda. Charles Price seconded the motion. Motion carried.

3) Discussion & possible action re: Sam & Maddies, Inc. Liquor & Cigarette and Tobacco License Application. Greg Jewell made a motion to approve the Class B Retail License for the sale of Fermented Malt Beverages and Intoxicating Liquors and Cigarette License for Sam & Maddies, Inc a bar, restaurant, and kitchen located at 3656 State Highway 23, Dodgeville that was surrendered from the Log Inn based upon the issuance to Sam & Maddies, Inc. Charles Price seconded the motion. Motion carried.

Greg Jewell made a motion to approve the Operator’s License of Carol Wood a Sam & Maddies employee pending the receipt of her Bartenders Certificate. Charles Price seconded the motion. Motion carried.

4) Approval of Meeting Minutes from February 3rd, 2009 and February 12th, 2009. David Thomas made a motion to approve the February 3rd, 2009 minutes with the correction of modifying the second sentence in Item Number 8 to read as follows: The question was as follows: Can the Town Board guarantee me that once I surrender my liquor license based upon it being issued to Sam & Maddies, Inc. if something happens and I am no longer leasing the building to another party that I will get my liquor license back? Charles Price seconded the motion. Motion carried. Greg Jewell abstained as he was not present at this meeting. Greg Jewell made a motion to approve the February 12, 2009 minutes with correcting the spelling of David Gollon’s name in Item Number 8. David Thomas seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. David Thomas made a motion to approve the Town of Dodgeville February 2009 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 11,698.11
Farmer’s Savings $ 165,216.55
Wells Fargo Tax Account $ 255,334.27
Local Government Investment Pool $ 6,902.33

Greg Jewell seconded the motion. Motion carried.

Charles Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $ 14,955.92
Sanitary District #2 $ 6,827.74
Sanitary District #3 $ 205.97

Greg Jewell seconded the motion. Motion carried. David Thomas arrived at the Town Board Meeting.

6) Bills to be approved. Greg Jewell made a motion to approve the March vouchers in the amount of $115,851.76. There was an error on the Vouchers for Approval as the Inspections were $283.50 versus $467.93 making the total bills $115,667.33. David Thomas seconded the motion. Motion carried.

7) Discussion and possible action re: Final Road Acceptance for 2nd Northridge Addition, Penny Lane. This item is to be place on a future agenda due to the necessary paperwork has not yet been completed by Bruce Bowden. No action taken.

8) Discussion and possible action re: Wells Fargo Tax Account Proposals. Clerk/Treasurer Sara Olson presented the Town Board with account recommendations from Farmer’s Savings Bank, Wells Fargo & M&I Bank. Greg Jewell made a motion to move our Tax Account, Sanitary District #2, and Sanitary District #3 accounts from Wells Fargo to M&I Bank to eliminate service charges and fees. David Thomas seconded the motion. Motion carried.

9) Discussion & possible action re: Iowa County Planning & Development opinion on Deed Restriction Issues. David Thomas recommended that this item upon on the March Agenda for the Planning Commission to discus. No action taken.

10) Discussion and possible action re: Consideration of rescinding a motion from November 6th, 2008 in reference to Health Insurance. David Thomas made a motion to rescind the motion from November 6th, 2008 in reference to health insurance. The motion was as follows: David Thomas made a motion to approve the purchasing of health insurance for full-time employees with the employer/employee contribution percentage being determined at a later meeting. David Gollon seconded the motion. Motion carried.

11) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Charles Price made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Greg Jewell seconded the motion. Roll call: Price, yes, Gollon, yes, Thomas, yes, and Jewell, yes. Motion carried.

12) Reconvene into Open Session. Charles Price made a motion to reconvene into open session at 8:15 p.m. Greg Jewell seconded the motion. Motion carried.

13) Board Action as a Result of Closed Session. No action taken.

14) Public Comment. Clerk/Treasurer Sara Olson notified the Town Board that AECOM would be coming tentatively the week of March 16th to inspect the salt storage shed.

15) Adjournment. Charles Price made a motion to adjourn the meeting at 8:40 p.m. Greg Jewell seconded the motion. Motion carried.
