Town Board Meeting Minutes
March 1st, 2022
*6:00 p.m.*


1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo and David Pope. Excused was Curt Peterson and Kyle Levetzow. Also, in attendance were Clerk/Treasurer Sara Olson, Paul Janssen, Deborah Janssen, Barry Hottman, John VanOoyen, Pam Johnson-Loy, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

Peter Vanderloo made a motion to suspend the agenda and move to Item #9 Discussion re: Broadband Grant ARPA Funds (MHTC – Green Leaf). David Pope seconded the motion. Motion carried.

3) Discussion re: Broadband Grant ARPA Funds (MHTC – Green Leaf). Barry Hottman, Community Development Educator for Iowa County and John VanOoyen, MHTC presented information in regards to a proposed broadband grant application serving 22 FTTH locations within the Green Leaf subdivision with a project cost of $260,132.62 that had an application deadline of March 17th, 2022. MHTC was inquiring if the Town of Dodgeville would enter into an agreement to establish a public/private partnership for the purpose of applying for a broadband expansion grant under Wis. Stat. 196.504. The Town Board as well as MHTC discussed different options in regards to establishing the public/private partnership including financial contributions utilizing ARPA funds or waiving of potential fees. Residence from the Green Leaf Glen area also provided feedback in regards to current issues with the availability of internet, the importance of the grant, improving broadband as well as requested support in creating the public/private partnership so the application can score higher during the selection process. The Town Board didn’t take any action on this item and requested due to the tight timeline that Town Chairman, Curt Peterson be contacted to see if a special meeting could be called prior to the application deadline of March 17th, 2022 to discuss a potential public/private partnership for the broadband expansion grant.

4) Public Comment. None.

5) Approval of Meeting Minutes from February 1st, 2022. Peter Vanderloo made a motion to approve the February 1st, 2022 meeting minutes as presented. David Pope seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s February 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 74,756.56
Farmer’s Savings $ 355,244.64
Local Government Investment Pool $ 7,413.23
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 383,435.58

Township Funds: $ 820,850.01
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $14,492.23

Peter Vanderloo seconded the motion. Motion carried.

7) Bills to be approved. Peter Vanderloo made a motion to approve the March 1st, 2022 vouchers in the amount of $13,065.82 and Sanitary District #1 vouchers in the amount of $2,626.79. David Pope seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board that 150 tons of salt has been committed under contract for the 2022-2023 season due to time restraints.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson also presented the final major class comparison report that was received from the Wisconsin Department of Revenue and reminded the Board that the Town Board meeting couldn’t be held on the first Tuesday of April due to the election. The Town Board requested that the April Board meeting be held immediately following the Annual meeting on Tuesday, April 19th 2022.

10) Discussion and possible action re: Planning Commission Recommendations. David Pope made a motion to recommend the approval of the rezoning application of Kent & Amy Kramer and Jeffrey & Karen Walker to rezone a 7.13 acre parcel from A-1 & AR-1 to AR-1 located in the NE ¼ of the SE ¼ and the SE ¼ of the SE ¼ of Section 25, Town 6 North, Range 3 East located on County Road Q/Wilson Rd and the conditional use application of Jeffrey & Karen Walker to reduce an existing AR-1 lot to 14.70 acres located in part of the NE ¼ of the SE ¼ and the SE ¼ of the SE ¼ of Section 25, Town 6 North, Range 3 East. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion and possible action re: Broadband Grant ARPA Funds (Light Speed – Iowa County). Clerk/Treasurer Sara Olson presented a map showing the Planned 2021-2024 FTTH Areas for broadband expansion in Iowa County with Light Speed.

12) Discussion & possible action re: Equipment for MACK Chassis. Town Patrolman, Randy Beerkircher presented proposals that had been received by Madison Truck Equipment, Monroe Truck Equipment as well as Burke Truck & Equipment. The Town Board discussed the proposals but were unable to take any action due to not having yet received a production date due to supply chain and production issues.

13) Discussion & possible action re: Mower Tractor. Town Patrolman, Randy Beerkircher presented information in regards to the costs of new mowers as well as a price to replace the existing cutting tube including freight. David Pope made a motion to purchase the cutting tube from Diamond Mowers. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Town of Dodgeville Truck Logos. Town Patrolman, Randy Beerkircher presented the Town Board with a sample of a drafted truck logo. The Town Board indicated that they did not like the drafted truck logo. No action was taken.

15) Discussion & possible action re: MSHA Training. Clerk/Treasurer Sara Olson presented information in regards to the MSHA training that would be taking place on April 21st, 2022. Peter Vanderloo made a motion to have both Town Patrolmen, Randy Beerkircher and Kevin Zajicek attend the MSHA Training. David Pope seconded the motion. Motion carried.

16) Discussion & possible action re: Spring Clean-Up. Clerk/Treasurer Sara Olson presented potential dates to hold the Spring Clean-Up. David Pope made a motion to hold the Spring Clean-Up on Saturday, April 9th from 8:00 a.m. – 12:00 p.m. Peter Vanderloo seconded the motion. Motion carried.

17) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried. Roll call: David Pope, yes; Peter Vanderloo, yes; and David Gollon, yes. Also in attendance was Clerk/Treasurer Sara Olson and Randy Beerkircher for a portion of closed session.

18) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. David Pope seconded the motion. Motion carried.

19) Board action as a result of Closed Session. David Pope made a motion to offer William Blume two Wednesday’s a month with an employee contract drafted by Town Chairman, Curt Peterson. Peter Vanderloo seconded the motion. Motion carried.

20) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:58 p.m. David Pope seconded the motion. Motion carried.
