Special Town Board Meeting Minutes
Tuesday, March 17th, 2009
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: Greg Jewell, Charles Price, David Gollon and David Thomas. Others in attendance where Clerk/Treasurer Sara Olson, Bruce Bowden, Keith Dalsing, and Jane Bowden.

2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor David Gollon. Motion carried.

3) Discussion & possible action re: Final Road Acceptance for 2nd Northridge Addition (Penny Lane) Bruce Bowden presented the Town Board with a copy of an Amendment to the Declaration of Protective Covenants and Restrictions for the Second Northridge Farm Addition as requested by the Town Board. Greg Jewell made a motion to approve the Final Road Acceptance for 2nd Northridge Addition. Charles Price seconded the motion. Motion carried.

4) Review & possible award re: 2009 Road Improvements (Military Ridge & County Q Intersection, Survey Road and Town Shop). Clerk/Treasurer Sara Olson presented the Town Board with a List of Bidders and amounts for Contract No. 1, Excavation, Road Gravel and Related Improvements and Contract No. 2, Bituminous Concrete Pavement. David Gollon made a motion to award Ivey Construction, Inc. Contract No. 1, Excavation, Road Gravel and Related Improvements in the Base Bid amount of $19,414.00. Greg Jewell seconded the motion. Motion carried.

David Gollon made a motion to award Scott Construction, Inc. Contract No. 2, Bituminous Concrete Pavement in the Base Bid amount of $103,775.00 and a supplemental price in the amount of $2,000.00. Greg Jewell seconded the motion. Motion carried.

5) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility (Performance Evaluations & Employee Manual). David Gollon made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility (Performance Evaluations & Employee Manual). Greg Jewell seconded the motion. Roll call: Peterson, yes, Price, yes, Gollon, yes, Thomas, yes, Jewell, yes. Motion carried.

6) Reconvene into Open Session. Charles Price made a motion to reconvene into open session at 9:04 p.m. Greg Jewell seconded the motion. Motion carried.

7) Board Action as a Result of Closed Session. David Thomas made a motion to pay Les Evans for 120 hours of Vacation Pay that the individual accrued prior to the end of the year 2008 as stated in the employee manual. Greg Jewell seconded the motion.

David Thomas made a motion to revise the employment manual in reference to combining vacation and sick time to Paid Time Off. Charles Price seconded the motion. Motion carried.

8) Public Comment. None.

9) Adjournment. David Gollon made a motion to adjourn at 9:11 p.m. Greg Jewell seconded the motion. Motion carried.
