Town Board Meeting Minutes
March 14th, 2022
*6:00 p.m.*


1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Gollon, Kyle Levetzow and David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Paul Janssen, Deborah Janssen and John VanOoyen.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Public Comment. Town Supervisor, David Gollon commented on Justice, Equity, Diversity and Inclusion (JEDI) training for employees.

4) Discussion & possible action re: MHTC Private Public Partnership Agreement – Broadband Grant (Green Leaf Glen). Clerk/Treasurer Sara Olson presented the Town Board with a letter that was received from Paul & Debra Janssen. John VanOoyen, MHTC presented a draft copy of a private public partnership agreement in regards to a proposed broadband grant application serving 22 FTTH locations within the Green Leaf subdivision with a project cost of $260,132.62 that had an application deadline of March 17th, 2022. The Town Board as well as MHTC discussed the agreement that included modified verbiage on Item 4b and Item 6 on the proposed agreement, financial contributions of $11,500 which equates to $500 per household and/or business location associated with the project, and the utilization of ARPA funds to cover the Town of Dodgeville’s financial contribution if the project is awarded the grant. The Town Board discussed concerns in regards to setting a potential precedent, the possibility of creating a policy or guidelines for how to handle additional broadband grant requests, the current ARPA funds and how each project will need to be looked at on a case-by-case bases. The Town board indicated that this project is a shovel ready project that was being presented. Peter Vanderloo made a motion to make a financial contribution of $3,000.00 towards the project if awarded the grant utilizing the ARPA funds. David Gollon seconded the motion for discussion purposes. Curt Peterson made a motion to amend the motion to contribute $500 per household utilizing ARPA funds to total $11,500.00 as proposed in the drafted agreement. Kyle Levetzow seconded the motion. Motion carried. (3 – 2). David Gollon made a motion to approve the proposed agreement between MHTC and the Town of Dodgeville to establish the public/private partnership for the purpose of applying for a broadband expansion grant under Wis. Stat. 196.504. Peter Vanderloo seconded the motion. Motion carried.

5) Adjournment. David Gollon made a motion to adjourn the meeting at 6:37 p.m. Peter Vanderloo seconded the motion. Motion carried.
