Town Board Meeting Minutes
July 6th, 2021
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were David Pope, Peter Vanderloo, David Gollon and Kyle Levetzow. Also, in attendance was Clerk/Treasurer Sara Olson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. Peter Vanderloo indicated that he would be preparing a draft of an I-pad Use Policy.

3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

4) Approval of Meeting Minutes from June 1st, 2021. David Pope made a motion to approve the June 1st, 2021 meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried. David Gollon abstained.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s June 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 132,206.24
Farmer’s Savings $ 225,988.33
Local Government Investment Pool $ 7,410.45
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 556,363.93

Township Funds: $ 921,968.95
Tax Funds: $ 0.00

David Pope seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $14,091.71

David Pope seconded the motion. Motion carried.

6) Bills to be approved. Kyle Levetzow made a motion to approve the July 6th, 2021 vouchers in the amount of $125,990.67 and Sanitary District #1 vouchers in the amount of $3,046.50. David Gollon seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson and Town Patrolman Randy Beerkircher updated the Town Board in regards to the mower tractor, mowing, the completed sealcoating and the status of Leffler Road.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she would be utilizing vacation the week of July 12th to attend the Lafayette County Fair and presented a handout in regards to property taxes by county.

9) Discussion and possible action re: Planning Commission Recommendations. David Gollon made a motion to recommend the rezoning application of Kurt Kapfhamer to rezone 20.83 acres more or less from A-1 Ag Legal Non-Conforming to AR-1 located in pt of the NE ¼ of the SW ¼, fractional NW ¼ of the SW ¼, and the pt fraction of the SW ¼ of the SW ¼ of Section 18, Town 6 North, Range 4 East located on County Road Y. Peter Vanderloo seconded the motion. Motion carried.

10) Discussion and possible action re: 2022 Assessment Services Proposals. Clerk/Treasurer Sara Olson presented proposals for assessment services from Chimney Rock Appraisal and Magnan Assessment Services. Peter Vanderloo made a motion to approve a two-year contract (2022 & 2023) for assessment maintenance in the amount of $31,200.00 from Chimney Rock Appraisals. Kyle Levetzow seconded the motion. Motion carried. The Town Board requested that a letter of thanks be sent to Magnan Assessment Services for the dedication and assessment services provided over the past years.

11) Discussion and possible action re: Approval or Denial of Class “A” Beer & Liquor, and Cigarette Licenses for the 2021-2022 licensing year for Jumping Jupiter, LLC. (Susan Grimes, Agent)

Kyle Levetzow made a motion to approve the issuance of a 2021-2022 Class “B” Beer/Liquor Combination license and Cigarette Licenses for Jumping Jupiter, LLC (Susan Grimes, Agent). David Pope seconded the motion. Motion carried.

12) Approval or Denial of Operator Licenses for the 2021-2022 licensing year: Doyle Wallace and Debra Rickey. Kyle Levetzow made a motion to approve operator licenses for the 2021-2022 licensing year for the following individuals: Doyle Wallace and Debra Rickey. David Pope seconded the motion. Motion carried.

13) Discussion & possible action re: Purchasing of Equipment & Supplies. The Town Board discussed the current lead time on purchasing equipment and supplies due to the pandemic and shortage of materials. The Town Board requested that quotes be obtained in regards to purchasing a tandem dump truck.

13) Discussion & possible action re: TRIP and TRIP-D Project. Clerk/Treasurer Sara Olson informed the Town Board of upcoming TRIP and TRIP-D funding opportunities.

14) Discussion & possible action re: Miess Road. Clerk/Treasurer Sara Olson informed the Town Board of road right-of-way markers that had been removed and damaged on Miess Road and presented a draft copy of a letter to potentially be mailed to all property owners on Miess Road requesting help in finding out who has removed the right-of-way markers. David Gollon made a motion to mail the letter to all property owners on Miess Road and requested that an incident report be filed with the Iowa County Sheriff’s Department in cause of further removal or damage. Kyle Levetzow seconded the motion. Motion carried.

15) Discussion & possible action re: Future Road Projects. Town Chairman Curt Peterson presented information in regards to future road projects in which he would like to apply for TRIP, TRIP-D or TRIP-D2 funds. These projects were located on the following roads: Military Ridge/Evans (this would not include removing of the knolls), Esch Rd, Otter Rd, James Rd, Floyd Rd and Norweigan Hollow (Box Culvert).

16) Discussion & possible action re: Green Leaf Sign. Curt Peterson presented information in regards to the existing Greef Leaf subdivision sign and the possibility of the Township maintaining/obtaining the sign area. The Town Board indicated that they were not interested.

17) Adjournment. David Gollon made a motion to adjourn the meeting at 7:16 p.m. David Pope seconded the motion. Motion carried.
