Town Board Meeting Minutes
July 5th, 2016
6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Blume and Steven Johnson. Also in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

3) Approval of Meeting Minutes from June 7th, 2016 and June 20th, 2016. Steven Johnson made a motion to approve the meeting minutes from June 7th & June 20th as submitted. David Blume seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Steven Johnson made a motion to approve the Town of Dodgeville’s June 2016 Treasurer’s Report stating the following fund balances:

General Checking $ 161,770.43
Farmer’s Savings $ 5,413.28
M&I Tax Account $ 394,599.79
Local Government Investment Pool $ 6,998.41
M&I CD’s $ 50,865.52
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 619,647.43

David Blume seconded the motion. Motion carried.

Steven Johnson made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,300.29
Sanitary District #2 $11,452.67

David Blume seconded the motion. Motion carried.

Steven Johnson made a motion to suspend the agenda and move to Items #8, 11 and 12. David Blume seconded the motion. Motion carried.

5) Approval or Denial of Operator’s License for: Mike Slaney, Nancy Anderson, Amy Johnson, Josi Olson and Ashley Carlson. Steven Johnson made a motion to approve the operator’s license for Mike Slaney, Nancy Anderson, Amy Johnson, Josi Olson and Ashley Carlson effective July 1st, 2016. David Blume seconded the motion. Motion carried.

6) Discussion & possible action re: Capacity, Management, Operation & Maintenance Policy (CMOM). Clerk/Treasurer Sara Olson presented the Town Board with a draft of a CMOM Policy for the Town of Dodgeville’s Sanitary District. Clerk/Treasurer Sara Olson indicated that the documents would need to be reviewed for any corrections, additions or amendments prior to final approval by August 1st. David Blume made a motion to have the Town Chairman review the documents for corrections, additions and amendments and to give final approval of the CMOM Policy. David Gollon seconded the motion. Motion carried.

7) Discussion & possible action re: Mileage Reimbursement Policy. The Town Board continued discussing the current mileage reimbursements procedures and the amendment process. The Town Board requested that Clerk/Treasurer Sara Olson place the Plan Commission Resolution on the agenda and requested that the Clerk/Treasurer utilize the Town’s F550 when possible for posting. The Town Board indicated that during the Annual Meeting when wages are discussed mileage reimbursement can be amended for Town Board members and Chairman.

Curt Peterson arrived after the discussion of Item #7.

8) Bills to be approved. David Blume made a motion to approve the July 5th, 2016 vouchers in the amount of $215,504.44. Steven Johnson seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board on the Town roads.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she has had Town residents inquiring about the transmission lines and the input of the Town Board. The Town Board had requested that Clerk/Treasurer Sara Olson look into scheduling a meeting that would have an open house format with ATC on August 2nd prior to the regular Town Board meeting to obtain more information in regards to the transmission lines and the Town of Dodgeville.

11) Discussion & possible action re: Blotz Bridge Ford Construction. Clerk/Treasurer Sara Olson presented two quotes that were received from Shawn Slaney and Rule Construction. David Blume made a motion to approve the quote received from Shawn Slaney in the amount of $2,500.00 with the project being completed according to the engineer’s timeline. Steven Johnson seconded the motion. Motion carried.

12) Discussion & possible action re: Survey Road Bridge Project. Clerk/Treasurer Sara Olson presented the State/Municipal Agreement for a state-let local bridge project in regards to Survey Road. David Gollon made a motion to have Town Chairman, Curt Peterson sign the agreement on behalf of the Town of Dodgeville. Steven Johnson seconded the motion. Motion carried.

13) Discussion & possible action re: Parking of Vehicles on Town Highways. Clerk/Treasurer Sara Olson presented the answers that were received from the Wisconsin Towns Association in regards to prohibiting parking of vehicles on Town Highways. The Town Board emphasized the need to have the sheriff’s department ticket individuals who park on the wrong side of the road and cause safety concerns. The Town Board also requested that letters be sent to residents in which vehicles are being parked on the Town Road or in the road right-of-way in a manner that it is causing safety concerns or for an extended period of time. The Town Board also requested that information in regards to parking of vehicles on Town Highway be placed in the next newsletter to residents.

14) Discussion & possible action re: Electronic Meeting Policy. Clerk/Treasurer Sara Olson presented information in regards to electronic meetings that was received from the UW-Extension office. The Town Board discussed creating a policy in which to allow electronic participation only to establish a quorum or under approved extenuated circumstances by the Town Chairman. The Town Board requested that Clerk/Treasurer Sara Olson draft a policy to present to the board at the August meeting.

15) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. (Evans Quarry Road Damages.) David Gollon made a motion to go into Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. David Blume seconded the motion. Motion carried. Roll Call: Peterson, yes; Gollon, yes; Blume; yes and Johnson, yes.

16) Reconvene into Open Session. Steven Johnson made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.

17) Board action as a result of Closed Session. David Blume made a motion to accept the offer of settlement of $10,000 in settlement of all claims. Steven Johnson seconded the motion. Motion carried.

18) Public Comment. None

19) Adjournment. David Blume made a motion to adjourn the meeting at 7:15 p.m. Steven Johnson seconded the motion. Motion carried.
