Town Board Meeting Minutes
July 11th, 2017
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were: David Blume, Kyle Levetzow, David Gollon and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Jeff Haylock and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

3) Approval of Meeting Minutes from June 6th, 2017 and June 27th, 2017. David Gollon made a motion to approve the meeting minutes from June 6th, 2017 with corrections to Item #3 and the June 27th, 2017 as submitted. Peter Vanderloo seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s June 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 159,560.93
Farmer’s Savings $ 5,433.88
M&I Tax Account $ 374,273.98
M&I Tax Account – Tax Funds $ 0.00
Local Government Investment Pool $ 7,033.89
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 597,197.89
Tax Funds: $ 0.00

Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary Districts #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,771.30

Kyle Levetzow seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the July 11th, 2017 vouchers in the amount of $94,890.19 with the City of Dodgeville invoice to be paid in August. Peter Vanderloo seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the following: the culvert and seeding issues on the Survey Road project, Wilson Road culvert, Esch Road culvert and asphalt overlays completed on Berg Road.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to the Iowa County Broadband Survey, the Iowa County Multi-Hazard Mitigation Plan meeting and a letter of support for broadband grant to MHTC.

8) Acceptance or Denial of Final Bid for 2009 Peterbilt. Clerk/Treasurer Sara Olson presented the Town Board with a final bid of $69,500.00 for the 2009 Peterbilt. Kyle Levetzow made a motion to deny the final bid and to submit a counteroffer in the amount of $75,000.00. Peter Vanderloo seconded the motion. Motion carried.

9) Discussion & possible action re: Planning Commission Recommendations. David Blume made a motion to recommend the approval of the rezoning application of Dale Weier of 4.50 acres more or less from A-1 & AR-1 to AR-1 located in part of the SE ¼ of the NE ¼ of Section 14, Town 6 North, Range 3 East located at 3762 County Road Z. Peter Vanderloo seconded the motion. Motion carried. David made a motion to recommend the approval of the rezoning application of Oakdale Farms LP of 15 acres more or less from A-1 to AR-1 located in the NE ¼ of SW ¼, the NW ¼ of SE ¼, part of the SW ¼ of the SE ¼, and part of the SE ¼ of the SW ¼ Section 20, Town 6 North, Range 3 East located at 4050 US Highway 18 and the rezoning application of Oakdale Farms LP of 5.5 acres more or less from A-1 to AR-1 located in part of the NE ¼ of the NW ¼ of Section 29, Town 6 North, Range 3 East located at 4045 US Highway 18 with the contingency that the appropriate acreage (approximately 49.5 acres) is placed in the conservancy district to meet the Town’s density standard. Peter Vanderloo seconded the motion. Motion carried.
10) Discussion & possible action re: Recycling Center Door. Town Board Supervisor, David Blume presented an estimate from Ken Wilson Concrete for the recycling center door area needing repair. The Town Board requested that David Blume obtain an additional estimate from Ken Wilson Concrete and bring the information back to the August 1st, 2017 meeting.

11) Discussion & possible action re: Modifications to Chapter 7 Intoxication Liquor and Fermented Malt Beverage License Ordinance. No action was taken.

12) Budget Review. The Town Board reviewed the 2017 line item budget. Clerk/Treasurer Sara Olson updated the Town Board in regards to the borrowing of funds from Farmer’s Savings Bank for the purchasing of the 2018 MACK.

13) Discussion & possible action re: Town Labor Update. The Town Board discussed labor in regards to the Town roads. The Town Board indicated that they will be conducting a labor and services analysis for further discussion in regards to labor needs and future budgeting. No action was taken.

14) Discussion & possible action re: Town Well and Septic System. No action was taken.

15) Discussion & possible action re: WMCA Conference – August 23rd – August 25th. Clerk/Treasurer Sara Olson presented information in regards the 2017 WMCA Conference. David Blume made a motion to approve the attendance of Clerk/Treasurer Sara Olson on Thursday, August 24th. Peter Vanderloo seconded the motion. Motion carried.

16) Discussion & possible action re: Debris in road right-of-way. The Town Board discussed debris in the road right-of-way that is getting wound up in mowing equipment and is causing delays and safety concerns. Clerk/Treasurer Sara Olson informed the Town Board of the current protocol when these situations occur. The Town Board requested that Clerk/Treasurer Sara Olson contact the WTA and look into creating a policy/ordinance.

17) Discussion & possible action re: Delinquent Personal Property Taxes. The Town Board discussed the 2016 delinquent personal property taxes. Peter Vanderloo made a motion to issue the individual a 45 day payment notice and to pursue small claims if payment isn’t received. David Blume seconded the motion. Motion carried.

18) Discussion & possible action re: Mower Tractor Update. Clerk/Treasurer Sara Olson presented a mower tractor quote from Hennessey Implement for budgetary purposes. No action was taken.

19) Public Comment. None

20) Adjournment. David Blume made a motion to adjourn the meeting at 7:55 p.m. David Gollon seconded the motion. Motion carried.
