Town Board Meeting Minutes
January 2nd, 2019
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were: Kyle Levetzow, Peter Vanderloo and David Blume. Also in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Approval of Meeting Minutes from December 4th, 2018. Peter Vanderloo made a motion to approve the meeting minutes from December 4th, 2018 as presented. Kyle Levetzow seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville’s December 2018 Treasurer’s Report stating the following fund balances:

General Checking $ 47,201.25
Farmer’s Savings $ 563,226.36
Local Government Investment Pool $ 7,195.25
Farmer’s Savings Tax Account $ 513,103.30
Mound City Tax Account $ 865,699.65

Township Funds: $ 501,957.06
Tax Funds: $1,494,468.75

Peter Vanderloo seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $8,003.06

Peter Vanderloo seconded the motion. Motion carried.

5) Bills to be approved. Kyle Levetzow made a motion to approve the January 2nd, 2019 vouchers in the amount of $51,006.51 and Sanitary District #1 vouchers in the amount of $3,290.77. Peter Vanderloo seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the roads were in good shape and a safety ladder was being purchased for the Town Shop. Town Patrolman, Randy Beerkircher indicated that a new commercial pole saw was needed and presented information about a boom mower attachment. Kyle Levetzow made a motion to purchase a commercial pole saw from Mueller Implement and to sell the existing pole saw at the Recycling Center. Peter Vanderloo seconded the motion. Motion carried. David Gollon arrived during the discussion of this agenda item.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the upcoming elections, budget updates and information received in regards to the Town of Dodgeville website. The Town Board recommended that Clerk/Treasurer Sara Olson look into different options in regards to the Townships website.

8) Discussion & possible action re: Rule Construction Agreement for 2018-2019 Winter Season. Clerk/Treasurer Sara Olson presented the agreement for the 2018-2019 Winter Season from Rule Construction. Peter Vanderloo made a motion to accept the 2018-2019 Winter Season Agreement. Kyle Levetzow seconded the motion. Motion carried.

9) Discussion & possible action re: Scrap metals collected at the Recycling Center. Clerk/Treasurer Sara Olson presented information in regards to the amount of material collected annually as well as the revenue received from the material. The Town Board discussed the drafting of a contract with William Blume in regards to the disposal of the aluminum and tin that is received at the Recycling Center. The Town Board requested that Clerk/Treasurer Sara Olson work with Town Chairman Curt Peterson to draft a contract to present to William Blume.

10) Discussion & possible action re: Employment Manual Modifications. The Town Board discussed Section 5.05 Overtime, Section 4.01: Holidays and Section 4.02 Paid Time Off. David Gollon made a motion to modify the first sentence in Section 4.01: Holidays to the following: The following holidays are granted off with pay and the Town Office will be closed; the removal of Veteran’s Day and the addition of the Friday after Thanksgiving to the holidays. Kyle Levetzow seconded the motion. Motion carried. David Blume made a motion to remove the first paragraph in Section 4.02: Paid Time Off as well as the following sentence in the second paragraph: The Town of Dodgeville has provided PTO as one of the many ways in which we show our appreciation to our employees. Peter Vanderloo seconded the motion. Motion carried. David Blume made a motion to modify the second and third sentence to the following in Section 5.05 Overtime: Holiday, vacation, sick leave and other paid leaves are not counted as hours actually worked in calculating overtime pay. Hours actually worked on a holiday will be used in calculating overtime. Kyle Levetzow seconded the motion. Motion carried. Kyle Levetzow made a motion to add a Section 5.05a: Holidays. Holidays actually worked are paid at one and a half-times the regular rate for all full-time and part-time employees. Peter Vanderloo seconded the motion. Motion carried.

11) Public Comment. None.

12) Adjournment. David Gollon made a motion to adjourn the meeting at 8:37 p.m. David Blume seconded the motion. Motion carried.
