Town Board Meeting Minutes
February 7th, 2012
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 P.M.

Town Supervisors in attendance were: David Gollon and David Thomas. Also in attendance were Jeff Haylock, Gary Rowley, Wisconsin Independent Network and Kevin Zajicek.

2) Approval of Public Notice/Agenda. Supervisor, David Thomas made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

David Gollon made a motion to suspend the agenda to go to Item #6 Plan Commission Recommendations. David Thomas seconded the motion.

3) Discussion & possible action re: Plan Commission Recommendations. David Thomas made a motion to recommend the approval of the rezoning of two 7.5 acres more or less lots from A-1 Ag to AR-1 Ag Residential with the appropriate acreage being placed into AC-1 Conservancy located in the part of the SW ¼ of the SW ¼ of Section 32 Town 6 North Range 4 East and part of the E ½ of the SE ¼ of the SE ¼ of Section 31 Town 6 North Range 4 East currently being owned by Barbara Althoff & John Damm. This rezoning approval is contingent upon a driveway variance being issued. David Gollon seconded the motion. Motion carried.

4) Discussion & possible action re: Driveway Variance Request – John Damm & Barbara Althoff. David Gollon made a motion to approve the driveway variance request to allow a residential driveway to cut through the cropland to get to the two residential lots that are shown in the current rezoning request. David Thomas seconded the motion. Motion carried.

5) Discussion & possible action re: Installation of fiber optic cable in road right-of-way along Lover’s Lane. Wisconsin Independent Network had discussed the installation of fiber optic cable along Lover’s Lane with the Town Board in detail. David Gollon made a motion to approve the installation of the fiber optic cable with the conditions that WIN must mark each corner, sign an agreement with the Township, and complete the permit process. Lover’s Lane will be a 3 rod road with the set back to the edge of the road. David Thomas seconded the motion. Motion carried.

David Blume arrived during this discussion at 6:30 p.m.

6) Approval of Meeting Minutes from January 3rd 2012 and January 26th 2012. David Blume made a motion to approve the January 3rd and January 26th minutes as submitted. David Thomas seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville January 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 80,515.45
Farmer’s Savings $ 57,225.47
M&I Tax Account $ 715,443.23
Local Government Investment Pool $ 6,953.79
M&I CD’s $ 101,065.76
Farmer’s Tax Account $ 345,817.59

Township Funds: $ 392,213.79
Tax Funds: $ 914,807.50

David Thomas seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,085.06
Sanitary District #2 $ 7,348.25


David Thomas seconded the motion. Motion carried

8) Bills to be approved. David Blume made a motion to approve all the February vouchers as submitted totaling $99,620.14. David Thomas seconded the motion. Motion carried.

9) Discussion & possible adoption re: Resolution 2012-277 Accepting of land from Dodge View Farms, Inc. for the Chimney Rock Road Turn-Around expansion. David Thomas made a motion to approve and adopt Resolution 2012-277 Accepting of land from Dodge View Farms, Inc. for the Chimney Rock Road Turn-Around expansion. David Blume seconded the motion. Motion carried.

10) Discussion & possible action re: Recycling Center Building (Water Runoff Issues). The Town Board reviewed the quote that was presented by Carey’s Seamless Gutters & Long Grove Overhead Doors, LLC. David Thomas made a motion to install a 52’ – 5’gutter with an eves spout on the Recycling Center. David Gollon seconded the motion. Motion carried.

Charlie Price arrived during this discussion at 6:55 p.m.

11) Town Roads/Equipment Report. The Town Board was presented with extended warranty information on the Case 580end loader, however no action was taken. The Town Board was also presented with information in regards to a valve blade saver. David Gollon made a motion to purchase a valve blade saver to be installed on the Peterbuilt. David Thomas seconded the motion. Motion carried.

12) Public Comment. Town Chairman Curt Peterson indicated that a date needed to be set for a fence viewing request that was recieved. The fence viewing is scheduled for March 3rd at 10:00 a.m.

13) Adjournment. David Gollon made a motion to adjourn the meeting at 7:25 p.m. David Thomas seconded the motion. Motion carried.
