Town Board Meeting Minutes
February 7th, 2011
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 P.M.

Town Supervisors in attendance were: Thomas Mueller, David Gollon, David Thomas and Charlie Price. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Approval of Meeting Minutes from January 4th, 2011. Thomas Mueller made a motion to approve the January 4th, 2011 minutes as submitted. David Gollon seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville January 2011 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 81,626.34
Farmer’s Savings $ 461,116.14
M&I Tax Account $ 399,731.47
Local Government Investment Pool $ 6,944.19
M&I CD’s $ 150,920.28

Total Funds: $1,393,647.46

David Gollon seconded the motion. Motion carried.

Charlie Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,511.23
Sanitary District #2 $ 3,932.51
Sanitary District #3 $ 210.16

Thomas Mueller seconded the motion. Motion carried.

5) Bills to be approved. Charles Price made a motion to approve all the February Vouchers as submitted totaling $41,929.61. Thomas Mueller seconded the motion. Motion carried.

6) Town Road Report. Clerk/Treasurer Sara Olson indicated to the Town Board that all the roads had been pushed back from the blizzard with the use of loaders from J.I Construction, Rule Construction, Kim Pustina and the three Town Patrolmen. Clerk/Treasurer Sara Olson presented the Town Board with a note from Town Patrolmen Charlie Rolli indicating some minor work that had to be completed on the plow trucks and grader and also a request for a spotlight for the International truck.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the 2010 audit had been completed by Johnson & Block. Clerk Sara Olson had also indicated that the Town of Dodgeville had received $636.00 per garage door and $395.00 for the tractor weights that they had sold on Wisconsin Surplus Actions. It was also noted that the Primary election would be held on February 15th and that there is going to be a WMCA District Meeting on February 23rd that the Clerk/Treasurer would be attending.

8) Discussion & possible action re: Southwest Regional Planning Commission Disaster Mitigation Study. Charlie Price had indicated that the Southwest Regional Planning Commission was unable to attend. No action taken.

9) Discussion & possible action re: Approval of Town Board Per Diems for Iowa County Unit Meetings & WTA District Meeting in Mineral Point (February 11th). Thomas Mueller made a motion to approve all Town Board member per diems for any Iowa County Unit Meeting in 2011. David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to approve per diems for Charlie Price & David Thomas for the WTA District Meeting in Mineral Point on February 11th, 2011. David Gollon seconded the motion. Motion carried.

10) Discussion & possible action re: 2010 Budget Amendments. Thomas Mueller made a motion to amend the budget as follows: Amend Miscellaneous Revenue to $8,700.00 versus $2,000.00, Amend Loan Proceeds to $75,000.00 versus $0.00, Amend Capital Outlay to $80,500.00 versus $5,500.00, Amend Debt Service to $55,200.00 versus $48,500.00. Charlie Price seconded the motion. Motion carried.

11) Discussion & possible action re: Insurance Claim on Stolen Garage Door. Clerk/Treasurer Sara Olson indicated to the Town Board that we have a $500 deductible on our Insurance policy therefore the insurance company had wanted me to ask the Town Board if they would still like to proceed and file a claim for the $636.00 for the stolen garage door. Thomas Mueller made a motion to submit the claim to Rural Insurance. David Thomas seconded the motion. Motion carried.

12) Discussion & possible action re: Operator’s License for Nicole Faull (Sam & Maddies). Thomas Mueller made a motion to approve the operator’s license for Nicole Faull. David Thomas seconded the motion. Motion carried.

13) Discussion & possible action re: Outdoor Lighting at Town Shop. Clerk/Treasurer Sara Olson presented information and an estimate that was obtained to replace the outdoor lights at the Town Shop. The Town of Dodgeville Board had requested that the Clerk obtain other quotes as well prior to the Town Board taking action on this item. No action taken.

14) Discussion & possible action re: Remodeling of the Town Office. The Town Board discussed the remodeling of the Town Office and how they would like to remodel the office. The remodeling that was discussed was re-wiring, removing of the paneling, new lights and ceiling and possible new flooring. The Town Board requested that Sara Olson talk to part-time patrolmen Kevin Zijaick to get an estimate on what materials would cost for these particular projects. No action taken.

15) Discussion & possible action re: Security System/Surveillance Cameras. The Town Board discussed the possibility of purchasing surveillance cameras and why they felt they were needed and important. The Town Board had requested that Clerk/Treasure Sara Olson obtain pricing on a surveillance camera system and contact Rural Insurance to see if there is a rate reduction for surveillance cameras. No action taken.

Charlie Price and Sara Olson left after this discussion.

16) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations) Thomas Mueller made a motion at 7:40 p.m. to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations) David Thomas seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; and Mueller, yes.

17) Reconvene into Open Session. Thomas Mueller made a motion at 8:15 p.m. to reconvene into open session. David Gollon seconded the motion. Motion carried.

18) Board Action as a Result of Closed Session. No action taken.

19) Public Comment. None

20) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 8:15 P.M. David Thomas seconded the motion. Motion carried.
