Town Board Meeting Minutes
December 7th, 2021
*6:00 p.m.*


1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Gollon and Kyle Levetzow. Excused was David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Scott Jelle, Pam Johnson-Loy and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

4) Approval of Meeting Minutes from November 11th, 2021 (4 Meetings). David Gollon made a motion to approve the November 11th, 2021 (four sets) meeting minutes as presented. Kyle Levetzow seconded the motion. Motion carried.

Kyle Levetzow made a motion to suspend the agenda and move to Item #10 Building Inspector.

5) Discussion & possible action re: Town of Dodgeville Building Inspector. The Town Board discussed and addressed concerns in regards to communications with builders and timing of inspections with inspector Scott Jelle. Scott Jelle updated the Town Board in regards to the status of the building and construction world, thanked the Board for giving him feedback and indicated that he would resume office hours in the Town of Dodgeville on Wednesday’s from 10:00 a.m. – 11:00 a.m. No action was taken.

6) Discussion & possible action re: Building Permits. Building Inspector, Scott Jelle discussed the existing building permit requirements in regards to accessory structures and was inquiring if the Township would want to modify the Ordinance to include accessory structures versus just mechanicals only. No action was taken.

7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s November 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 31,175.73
Farmer’s Savings $ 226,083.07
Local Government Investment Pool $ 7,411.96
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 400,156.02

Township Funds: $ 664,826.78
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,326.35

Peter Vanderloo seconded the motion. Motion carried.

8) Bills to be approved. Kyle Levetzow made a motion to approve the December 7th, 2021 vouchers in the amount of $76,336.33 and Sanitary District #1 vouchers in the amount of $2,510.79. Peter Vanderloo seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Town Chairman, Curt Peterson updated the Town Board in regards to the potential annexation of the Town road right-of-way on North Street with the City of Dodgeville. The Town Board requested the City to put together a proposal to present to the Board. Clerk/Treasurer Sara Olson presented information in regards to ARPA Funds and Culvert projects. The Town board requested for Town Chairman, Curt Peterson to contact Jewell & Associates in regards to getting an estimate for the Otter Road box culvert.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a thank you from the Beerkircher family.

11) Discussion and possible action re: Planning Commission Recommendations. David Gollon made a motion to recommend the approval of the rezoning application of Phyllis Dougherty to rezone 9 acres more or less from A-1 & AR-1 to AR-1 to modify the property lines of the existing 2 lots creating a 6-acre lots more or less and a 2- acre lot more or less located in the NE ¼ of the SW ¼ of Section 24, Town 6 North, Range 3 East at 5215 & 5216 County Road YZ. Peter Vanderloo seconded the motion. Motion carried. Kyle Levetzow abstained from the motion.

12) Discussion and possible action re: TRIP-D Leffler Road Project. Clerk/Treasurer Sara Olson presented information in regards to final project costs with the project coming in lower than estimated. David Gollon made a motion to approve the final pay request in the amount of $181,934.60 to Rule Construction. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion and possible action re: 2022 – Iowa County Humane Society Stray and Abandoned Animal Contract. David Gollon made a motion to approve the 2022 Iowa County Humane Society Stray and Abandoned Animal Contract with the additional verbiage from the previous years. Kyle Levetzow seconded the motion. Motion carried.

14) Discussion & possible action re: Resolution 2021-138 Appointment of Election Workers. Kyle Levetzow made a motion to adopt Resolution 2021-138 Appointment of Election Workers as presented. Peter Vanderloo seconded the motion. Motion carried.

15) Discussion & possible action re: Resolution 2021-137 Authorizing Financing for Leffler Road Project. Peter Vanderloo made a motion to adopt Resolution 2021-137 Authorizing Financing for Leffler Road Project as presented. Kyle Levetzow seconded the motion. Motion carried.

16) Discussion & possible action re: Renewal of Zoon. No action was taken.

17) Discussion & possible action re: Election Security: Trusted E-mail Address (wi.gov/.gov domain). Clerk/Treasurer Sara Olson presented information from the Wisconsin Elections Commission in regards to obtaining a wi.gov/.gov domain and indicated she is currently looking into the different options that are available.

18) Discussion & possible action re: Bidding of Equipment for MACK Chassis. The Town Board discussed the bidding of equipment for the MACK Chassis that is projected to be completed in June/July of 2022. The Town Board requested that Clerk/Treasurer Sara Olson contact the vendor to find out the current situation in regards to the equipment and timeline for obtaining bids due to the economy. No action was taken.

19) Discussion & possible action re: Premium Pay Bonus (ARPA Funds). The Town Board discussed the issuance of a premium pay bonus to all Town Employees utilizing the ARPA Funds. David Gollon made a motion to issue a $1.50 an hour premium pay bonus to the Recycling Center Attendants and the Clerk/Treasurer; a $1.00 an hour premium pay bonus to the Town Road patrolmen and a $3.00 an hour premium pay bonus to the election workers with a minimum bonus of $50.00. The premium pay bonus is based on hours physically worked and is from 1/27/2020 – 12/8/2021. Peter Vanderloo seconded the motion. Motion carried.

20) Discussion & possible action re: X-Mas Bonus. Kyle Levetzow made a motion to approve a X-Mas bonus in the amount of $150.00 for full-time employees and $75.00 for part-time employees. Peter Vanderloo seconded the motion. Motion carried.

21) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:54 p.m. Peter Vanderloo seconded the motion. Motion carried.
