Town Board Meeting Minutes
December 4th, 2012
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: David Gollon, Charlie Price and David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Brad Parkin Charlie Rolli and John Ziehr.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from November 1st (3 Meetings). David Blume made a motion to approve the minutes from all three November 1st meetings as presented. David Gollon seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville November 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 88,524.46
Farmer’s Savings $ 51,591.44
M&I Tax Account $ 143,551.26
Local Government Investment Pool $ 6,962.70
M&I CD’s $ 101,224.41


Township Funds: $ 391,854.27


David Blume seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,032.72
Sanitary District #2 $ 9,134.77

David Blume seconded the motion. Motion carried

5) Discussion & possible action re: Payment of TRIP-D Roh/Walter Road Project. David Gollon made a motion to pay Iverson Construction in the amount of $268,170.45 using the most cost saving method by cashing in a bond. David Blume seconded the motion. Motion carried.

6) Bills to be approved. David Blume made a motion to approve the December vouchers totaling $22,236.59 with the Command Central invoice being handled based upon action taken on Item #13.David Gollon seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Charlie Rolli had indicated that the county had finished brush cutting for the Township. Charlie Rolli had also indicated that he had contacted the landowner about snow removal on Canyon Park Road and the need to turn-around in their driveway. The Town Board indicated that they need to look into future turn-arounds on some of our dead end roads to help with these situations. Clerk/Treasurer Sara Olson handed out correspondence from Case and Diamond Mowers.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that a thank you was received from the National Pancreas Foundation in memory of Larry Lenox and the mill rate for the Town of Dodgeville property in Dodgeville school district is 19.8602. Sara Olson also distributed a copy of the year end newsletter from the Town Board to review. Town Chairman, Curt Peterson had also distributed a copy of the Town of Spring Greens 2013 budget as a comparable to the Town of Dodgeville.

9) Plan Commission Recommendations. The Town Board discussed the petition in great detail. John Ziehr, a neighbor, was present and commented on possible issues on the driveway and how he was against splitting of the land. David Gollon and Charlie Price were concerned about this petition setting precedence. Curt Peterson indicated that we need to remember land use is separate from violations and this is about the use of the land and not the violations as that is what ordinances are to control. David Blume indicated that the Plan Commission did make a recommendation and he felt we should follow the committee’s recommendation. David Gollon made the motion to recommend the approval of the conditional use application to divide an existing 11.60 acre AR-1 lot into two AR-1 lots in the S ½ of the SE ¼ of Section 20 and the N ½ of the NE ¼ of Section 29, Township 6 North, Range 4 East located at 3269 Evans Quarry Road with the conditions that all necessary approvals are received such as: verifying and inspecting the structure to verify that it meets the Uniform Dwelling Code, either installing a separate septic system for the shed/residence or enlarging the existing system to accommodate both residential structures, taking care of any driveway easements and maintenance agreements and obtaining a zoning permit from the county. Curt Peterson seconded the motion. Motion carried. Charlie Price was opposed.

10) Discussion & possible action re: Driveway Variance Request (Evans Quarry Road). Brad Parkin had indicated that he applied for a variance to allow an additional user to the existing driveway. David Blume made a motion to approve an additional user to utilize the existing shared driveway with the conditions that two updated shared driveway agreements and maintenance agreements are recorded as well as the portion of the driveway that is currently owned and utilized by Brad Parkin must meet the driveway code. David Gollon seconded the motion. Motion carried. Charlie Price was opposed.

David Blume made a motion to suspend the agenda and move to Item #15. David Gollon seconded the motion. Motion carried.

11) Discussion & possible action/adoption re: Amended Resolution 2009-257 Town of Dodgeville Health Insurance Reimbursement and Compensation Policy. The Town Board discussed the current Health Insurance Reimbursement and Compensation Policy in detail with the two full-time employees present. David Gollon made a motion to modify and adopt an amended resolution changing the insurance maintained by the employee and in the Employee’s name to as follows: $650.00 single coverage, $1,200 family coverage. The insurance not in the name of the employee but of which the employee is a beneficiary will be modified to $230.77 per every two-week pay period with the Town. These rate will go in affect on February 1st, 2013 as a 30 day notice is required to all affected employees in which all affected employees were present at the meeting and notified of the change. Curt Peterson seconded the motion. Motion carried.

12) Discussion & possible action re: Town Garage (Spray Foam Insulation). Clerk/Treasurer Sara Olson presented the Town with a quote from Midwest Roofing for spray foaming the Town Garage. The Town Board reviewed the quote and had additional questions therefore there was no action taken and will be discussed at the January meeting.

13) Discussion & possible action re: 2013 Humane Society Contract. Clerk/Treasurer Sara Olson had indicated that Iowa County Humane Society had accepted the 2013 Humane Society Contract as approved at the November 1st meeting with the modification of changing the amount for dogs that require quarantine for a bite situation to $150.00 per animal. David Blume made a motion to accept the modified Humane Society Contract. David Gollon seconded the motion. Motion carried.

14) Discussion & possible action re: Purchasing of Voting Machine - Tabulator. Clerk/Treasurer Sara Olson had indicated to the Town Board that there is a need to purchase a voting machine that can tabulate absentee ballots as well as ballots on election day due to the time it takes to tabulate all paper ballots by hand. Clerk/Treasurer Sara Olson indicated that it took until 1:00 a.m. to tabulate all absentee and paper ballots at the Presidential Election. Clerk/Treasurer Sara Olson presented the Town of Dodgeville with a price for a new M100 voting machine which is currently used in Iowa County at the price of $5,185.00 which includes the ballot box, 1 yr warranty, shipping and an extra program card. Charlie Price made a motion to purchase the new M100 voting machine. David Gollon seconded the motion. Motion carried.

15) Discussion & possible action re: Selling of Surplus Election Equipment. The Town Board discussed the selling of the Townships second Edge voting machine that will be replaced by the new M100 voting machine. David Gollon made a motion to have Clerk/Treasurer Sara Olson sell the surplus election equipment for approximately $2,500 or best offer. David Blume seconded the motion. Motion carried.

16) Discussion & possible action re: Private Interceptor Access on Bea Ann Drive (Sanitary District #2). Town Chairman, Curt Peterson indicated that the Township hasn’t received any easements for this private interceptor for maintenance purposes and needs to be handled. The Town Board requests that Sara Olson gathers all documents from previous meetings in regards to this situation and have a Sanitary District meeting following the January regular Town Board meeting to handle the situation.

17) Discussion & possible action re: Filling of Vacant Town Board Supervisor Seat. The Town of Dodgeville received four letters of interest for filling of the vacant town board supervisor seat. The Town Board and Clerk/Treasurer Sara Olson voted on the four candidates. Dorothy Gullickson received the most votes. David Gollon made a motion to appoint Dorothy Gullickson to fill the vacant town board supervisor position. David Blume seconded the motion. Motion carried.

18) Public Comment. Curt Peterson had indicated that on December 5th there is a seminar on the impact of heavy equipment on rural roads from 1-3:30 at the Iowa County Health & Human Service Building. Charlie Price indicated there will be WTA District Meeting on February 22nd, 2013 at Mineral Point Quality Inn.

20) Adjournment. David Gollon made a motion to adjourn the meeting. David Blume seconded the motion. Motion carried.
