Special Town Board Meeting
December 22nd, 2011 @ 6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:05 p.m.

Town Supervisors in attendance were: David Blume, David Thomas and Charles Price. Also in attendance were Clerk/Treasurer Sara Olson, Jeff Haylock, Michael Ryan and Kevin Zajicek.

2) Approval of Public Notice/Agenda. Supervisor, Charlie Price made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

3) Discussion & possible action re: Purchasing/Repairing of the End-Loader (Insurance Claim). Michael Ryan from Rural Mutual Insurance was present to discuss the estimate for repairs on the End-Loader which was approximately $52,814.85 if the hydraulic pumps and the transmission were damaged in the accident. The Town of Dodgeville had contacted the insurance adjustor on the telephone at this meeting to discuss the Towns options. Pam Henkel had indicated that Rural Insurance would pay for the cost of repairs and hope that the hydraulic pump and transmission was not ruined which would cost approximately $38,000 or the Town could opt to walk away from the end loader and receive a check for approximately $56,000 which would be the initial estimate of repairs plus salvage value of the machine. The Town Board had indicated that they were not interested in repairing the end-loader due to future problems occurring on the machine from the accident. Clerk/Treasurer Sara Olson presented a proposal for the current machine that the Township was borrowing from Miller-Bradford & Risberg. The Town of Dodgeville contacted Boone Rule with questions in regards to the proposal that was submitted by Miller-Bradford. David Blume made a motion to offer $75,000.00 to Miller-Bradford for the 580M Case end-loader with Curt Peterson having the authorizing to negotiate up to a maximum of $76,670.00. David Thomas seconded the motion. Motion carried. Charlie Price made a motion to pay for the new end-loader with 2011 fund balance funds which a portion will be paid back from the insurance settlement and salvage value of the machine. David Thomas seconded the motion. Motion carried.

4) Discussion & possible action re: Purchasing of a Service Truck. The Town Board looked at a proposal from Hallada Motor’s for a service truck. The Town Board didn’t take action on this item at this time.

5) Discussion & possible action re: Insurance Policy Modifications. Clerk/Treasurer Sara Olson presented the Town Board with some insurance options for rental insurance as requested. No action was taken on this item as their will be more modifications needed for next month with the purchasing of the new end-loader.

6) Discussion & possible action re: Sanding Material Area. David Gollon had indicated that there is a lot of traffic congestion at the Recycling Center when trucks are trying to load sanding material and is causing liability issues. The Town Board indicated that the Town patrolmen should put up cones and possible block off an area in which vehicles wouldn’t be able to park to empty their garbage.

7) Public Comment. None

8) Adjournment. David Blume made a motion to adjourn the meeting at 8:30 p.m. Charlie Price seconded the motion. Motion carried.
