Town Board Meeting Minutes
December 1, 2009
6:00 P.M.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 P.M.

Town Supervisors in attendance were: Thomas Mueller, Charles Price and David Gollon. David Thomas was absent. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, Charles Price. Motion carried.

3) Approval of Meeting Minutes from November 5th, 2009. Thomas Mueller made a motion to approve all of the meeting minutes from the three meetings that took place on November 5th, 2009 as submitted. David Gollon seconded the motion. Motion carried. Charles Price abstained from this motion.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville November 2009 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 38,154.25
Farmer’s Savings $ 7,472.68
M&I Tax Account $ 26,582.05
Local Government Investment Pool $ 6,927.05
M&I CD’s $100,000.00

Total Funds: $179,136.03

Charles Price seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $15,396.20
Sanitary District #2 $ 3,954.41
Sanitary District #3 $ 231.47

Charles Price seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve all the December Vouchers as submitted totaling $14,334.28. Thomas Mueller seconded the motion. Motion carried.

David Gollon removed himself from the Town Board and became a member of the general public.

6) Discussion and possible action re: Plan Commission Recommendations. Thomas Mueller made a motion to approve the rezoning of 719.23 acres more or less from A-1Ag to AB-1 Ag Business, located in part of Sections 1&2, Town 5 North, Range 3 East and part of Section 35 & 36, Town 6 North, Range 3 East with a conditional use of Agricultural, 1 residential structure and aquaculture that is currently owned by David C. Gollon, David J. Gollon, Tim Gollon, GLC Associates, and Mike Gollon. Charles Price seconded the motion. Motion carried.

Thomas Mueller made a motion to approve the rezoning of 2 acres more or less from A-1 Ag Parcel of Record to AR-1 Ag Residential, located in Section 35, Town 6 North, Range 3 East that is currently owned by David C. Gollon & Susan J. Gollon. Charles Price seconded the motion. Motion carried.

Clerk/Treasurer Sara Olson also presented the Town Board with information from Scott Godfrey in reference to Town recommendations on rezoning requests. The Town Board stated they had no issues with the form that was presented.

David Gollon removed himself from the general public and became a member of the Town Board after the motion was carried.

7) Discussion re: Farmland Preservation Update. Clerk/Treasurer Sara Olson presented the Town Board with an e-mail that was received from Iowa County Planning and Development in reference to the Farmland Preservation Program rezoning penalties. The penalty called a “conversion fee” by the program will go in effect on January 1st, 2010 for each municipality in Iowa County. This penalty must be collected by the county on behalf of the state before the zoning can take effect. The Town of Dodgeville conversion fee based on the state’s formula is $879 an acre. No action taken.

8) Discussion re: TRIP Program Update. Clerk/Treasurer Sara Olson presented the Town Board with an e-mail that was received from Iowa County Highway Commission Craig Hardy in reference to all TRIP projects that had been submitted to Iowa County for the 2010 year. The Iowa County TRIP Committee meeting is scheduled for Monday, December 14th at 1:15 p.m. No action taken.

9) Discussion re: Proposed County Wide Assessing by the Department of Revenue. Clerk/Treasurer Sara Olson and Curt Peterson presented the Town Board with information received by the Department of Revenue on the proposed county wide assessing after attending a meeting. No action taken.

10) Discussion & possible action re: Memo of Understanding between Iowa County and the Town of Dodgeville for the Statewide Voter Registration System. David Gollon made a motion to accept and approve the memo of understanding between Iowa County and the Town of Dodgeville for the Statewide Voter Registration System. The agreement is valid from January 1, 2010 through December 31, 2012 and can be reviewed at the Town Hall. Thomas Mueller seconded the motion. Motion carried.

11) Discussion & possible action re: Wisconsin Towns Association Urban Towns Committee. David Gollon made a motion to deny the 2010 membership application for the Wisconsin Towns Association Urban Towns Committee for the year 2010 due to budget cuts. Thomas Mueller seconded the motion. Motion carried.

12) Discussion & possible action re: Approval or Denial of Operator’s License for Laura Fruit. Thomas Mueller made a motion to approve the Operator’s License for Laura Fruit with the completion of a satisfactory background check and the responsible beverage service course. Charles Price seconded the motion. Motion carried.

13) Discussion & possible action re: Shared Road Agreement with the City of Dodgeville (Snow Plowing). Thomas Mueller made a motion to approve and accept the Shared Road Agreement with the City of Dodgeville as presented from the City of Dodgeville. Charles Price seconded the motion. Motion carried.

14) Discussion & possible action re: Appointment of Chief Election Inspectors and Poll Workers for the 2010-2011 Term. Charles Price made a motion to reappoint the following Chief Election Inspectors for the 2010-2011 Term: Mary Dolan, Lynette Miess and Judie Gibbon. Thomas Mueller seconded the motion. Motion carried. Charles Price made separate motions for each individual to appoint the following Poll Workers for the 2010-2011 Term: Lynette Miess, Mary Dolan, Judie Gibbon, Grace Judd, Lisa Jewell, Donna Peterson and Susan Gollon. Curt Peterson abstained from the motion to allow Donna Peterson to be a poll worker and David Gollon abstained from the motion to allow Susan Gollon to be a poll worker. Thomas Mueller seconded each motion for each individual. Motion carried.

15) Discussion & possible adoption re: Chapter 24 Fire Protection Charges Ordinance. Clerk/Treasurer Sara Olson presented the Town Board a rough draft of Chapter 24 Fire Protection Charges Ordinance. Thomas Mueller made a motion to have Clerk/Treasure Sara Olson follow the guidelines set by the Wisconsin Towns Association in reference to establishing new ordinances and hold a public hearing in regards to Chapter 24 Fire Protection Charges. Charles Price seconded the motion. Motion carried.

16) Public Comment. None

17) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 8:32 P.M. David Gollon seconded the motion. Motion carried.
