Plan Commission Meeting
Monday, August 29th, 2011

The Town of Dodgeville Plan Commission met on Monday, August 29th at 6:31 PM. Chair, Anthony Esch called the Planning Commission meeting to order at 6:31 PM.

Plan Commission Committee members in attendance were: Chair, Anthony Esch, Robert Butler, Katherine Cahill, Matthew Chitwood, Laura Jean Blotz and Curt Peterson. David Blume was absent.

Others in attendance were: Clerk/Treasurer Sara Olson, Dennis Dochnahl, Rita Esch and Kevin Meudt.

Chairman Anthony Esch verified that proper notice of the meeting was posted on August 18, 2011 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Jumping Jupiter, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Matthew Chitwood seconded the motion. Motion carried.

Robert Butler made a motion to approve the June 27th, 2011 corrected meeting minutes as submitted. Laura Jean Blotz seconded the motion. Motion carried.

Plan Commission member David Blume joined the meeting.

Chairman Anthony Esch asked Kevin Meudt to provide the Planning Commission information on the rezoning application, located in the N ½ of the SE ¼ of the NE ¼ of Section 26, Town 7 North, Range 3 East to rezone 5.758 acres more or less from A-1 Ag to AR-1 Ag Residential. Kevin Meudt indicated that they are looking to separate the existing buildings from the rest of the land. Kevin Meudt also indicated that additional animal units need to be obtained as he is currently only allowed 3 animal units on a 5 acre parcel.

David Blume made a motion to recommend the approval of the rezoning of 5.758 acres more or less from A-1 Ag to AR-1 Ag Residential located in the N ½ of the SE ¼ of the NE ¼ of Section 26, Township 7 North, Range 3 East currently being owned by Kevin Meudt with the conditions that the density standard be met with the appropriate acreage being put into a conservancy district. They also recommended the approval of allowing up to a maximum of 12 animal units be allowed on this 5.758 acre parcel. Matthew Chitwood seconded the motion. Motion carried. (Note: Kevin Meudt was instructed to contact the county in reference to having a conditional use hearing to increase the allowable animal units.)

Chairman Anthony Esch asked Clerk/Treasurer Sara Olson to provide the Planning Commission information on the rezoning application of the Clyde Allen Mitchell Trust, located in the SE ¼ of the NE ¼ of Section 14, Town 6 North, Range 3 East to rezone a minimum of 2 acres from A-1 Ag to AR-1 Ag Residential as the landowner wasn’t present at the meeting. Sara Olson indicated that they were looking to separate the homestead and buildings from the farm land.

Kathi Cahill made a motion to recommend the approval of the rezoning of a minimum of 2 acres more from A-1 Ag to AR-1 Ag Residential located in the SE ¼ of the NE ¼ of Section 14, Township 6 North, Range 3 East currently owned by the Clyde Allen Mitchell Trust with the condition that the density standard be met with the appropriate acreage being put into a conservancy district. Laura Jean Blotz seconded the motion. Motion carried.

Chairman Anthony Esch removed himself from the Plan Commission board and became a member of the general audience.

Vice Chair Laura Jean Blotz asked Anthony Esch to provide the Planning Commission information on the rezoning application, located in the pt fr of the SW ¼ of the NW ¼ and fr of the NW ¼ of the NW ¼ of Section 7, Town 6 North, Range 3 East to rezone a minimum of 2 acres from A-1 Ag to AR-1 Ag Residential. Anthony Esch indicated the he was trying to separate his homestead from all the other farm buildings.

Curt Peterson made a motion to recommend the approval of the rezoning of a minimum of 2 acres more from A-1 Ag to AR-1 Ag Residential located in the pt fr of the SW ¼ of the NW ¼ and fr of the NW ¼ of the NW ¼ of Section 7, Town 6 North, Range 3 East which is currently owned by Anthony Esch with the condition that the density standard be met with the appropriate acreage being put into a conservancy district. Matthew Chitwood seconded the motion. Motion carried.

Anthony Esch rejoined the Plan Commission board.

Curt Peterson updated the Planning Commission members in regards to the Working Lands Initiative/Farmland Preservation Program.

Laura Jean Blotz made a motion to adjourn the meeting at 7:05 p.m. Katherine Cahill seconded the motion. Motion carried.
