Plan Commission Meeting
Monday, August 27th, 2012

The Town of Dodgeville Plan Commission met on Monday, August 27th at 6:30 PM. Chair, Anthony Esch called the Planning Commission meeting to order at 6:30 PM.

Plan Commission Committee members in attendance were: Chair, Anthony Esch, Robert Fitzsimmons, Matthew Chitwood, Curt Peterson, David Blume and Katherine Cahill. Absent was: Robert Butler

Others in attendance were: Clerk/Treasurer Sara Olson, Warren Bohlman, Chris Randal, Bill Menke, Donna Menke, Jim Gilmour, Steve Lanphear, Dustin Marklein, Trisha Marklein, M. Resha Wyman, Tom Slaney and Kelby Thomas.

Chairman Anthony Esch verified that proper notice of the meeting was posted on August 21, 2012 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Jumping Jupiter, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Katherine Cahill seconded the motion. Motion carried.

David Blume made a motion to approve the July 30th, 2012 meeting minutes as submitted. Matthew Chitwood seconded the motion. Motion carried.

Chairman Anthony Esch asked Kelby Thomas to provide the Planning Commission information on the rezoning application of 15.95 acres more or less from B-2 Highway Business to B-4 Industrial Business located in part of the SW ¼ of the SE ¼ of Section 9 Town 6 North Range 3 East located on State Road 23 with a conditional use permit to consider manufacturing and selling of building materials, agricultural uses and the processing and selling of agricultural/food products. Kelby Thomas indicated that this would be the future site of Tri-State Windows where they would manufacture and assemble windows and have a showroom to display their products in approximately two years. Kelby indicated until the construction they would like to continue to use it as agriculture. Kelby Thomas also mentioned that one of the individuals involved in the business would also like to place some bee hives on the property and extract the honey out of a future building.

Town Plan Commission member, Curt Peterson had questioned Kelby Thomas why Scott had recommended it be placed into B-4 Industrial Business versus B-3 Heavy Business District. Kelby Thomas had indicated that he wasn’t exactly sure. Clerk/Treasurer Sara Olson indicated that she had talked to Scott Godfrey of why it couldn’t be placed into B-3 and he stated that it was due to the fabricating of the windows. Curt Peterson had indicated due to the setbacks in B-4 which is 500 ft from any residents it would be hard to place the building on the parcel.

Plan Commission, Anthony Esch had welcomed comments from the general public that was present. Warren Bohlman had indicated that he felt there packet of materials wasn’t completed as indicated on the form. Chairman, Anthony Esch indicated that some of the things such as the CSM and plot plans are required at the county level versus the Town level. Kris Randal indicated that she felt that the individuals where not exactly clear in the plans of what they were going to do with the land. A few of the members of the audience where concerned about the bees and the placement of them on the property due to homes being on three sides of the property.

Curt Peterson made a recommendation to seek greater detail and definition clarity in regards to the petition from the county and the applicant to see if it could be placed into a different zoning district. Matthew Chitwood seconded the motion. Motion carried.

The Plan Commission indicated that this petition would be discussed at the September Plan Commission meeting.

Clerk/Treasurer Sara Olson presented the Plan Commission with a copy of the Smart Growth Survey that was distributed to residents approximately 5 years ago to review and use as a reference in planning for the next survey.

Plan Commission Curt Peterson also informed the audience of a Household Prescription Drug Collection that will be held on September 27th, 2012.

David Blume made a motion to adjourn the meeting. Matthew Chitwood seconded the motion. Motion carried.
