Plan Commission Meeting
Monday, April 30th, 2018

The Town of Dodgeville Plan Commission met on Monday, April 30th, 2018 at 6:00 P.M. Plan Commission Chairman Greg Jewell called the Planning Commission meeting to order at 6:00 P.M.

Plan Commission Committee members in attendance were: Curt Peterson, Larry Nelson, Peter Vanderloo and Daryl Tresner. Absent were Robert Fitzsimmons and Rob Robson.

Others in attendance were: Larry Dammen, Lori Reising-Lipska, David Weier, Angela Miller, Joe Lubasz, Jim Keyes, Vicki Keyes, Troy Brick-Margelofsky, Sandi Brick-Margelofsky and Dean Dickel.

Chairman Greg Jewell verified that proper notice of the public hearing was posted on April 18th, 2018 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Peter Vanderloo seconded the motion. Motion carried.

The Town Planning Commission thanked member Robert Fitzsimmons for his six years of service on the Town Planning Commission.

Larry Nelson made a motion to approve the September 25th, 2017 Plan Commission meeting minutes that were presented. Daryl Tresner seconded the motion. Motion carried.

Planning Commission member Peter Vanderloo made a motion to suspend the agenda and move to Item #8. Daryl Tresner seconded the motion. Motion carried.

The Town Planning Commission and applicant discussed the rezoning application of Victoria & James Keyes, Ronald Evans and the Elaine Evans Estate of 36.49 acres more or less from AR-1 (3 existing lots) & B-2 Non Conforming to AR-1 to create 4 AR-1 lots. Curt Peterson made a motion to recommend the approval of the rezoning application of 36.49 acres more or less from AR-1 & B-2 Non-Conforming to AR-1 to create 4 AR-1 lots located in part of the NW ¼ and SW ¼ of the SW ¼ of Section 12, Town 6 North, Range 3 East located at 4011, 4051 and 4053 County Road Z. Peter Vanderloo seconded the motion. Motion carried.

The Town Planning Commission and applicant discussed the rezoning application of David Weier of 37 acres more or less from A-1 Ag to AR-1. Curt Peterson made a motion to recommend the approval of the rezoning application of 37 acres more or less A-1 Ag to AR-1 located in part of the SW ¼ of the SE ¼ of the NE ¼ of Section 23, Town 6 North, Range 3 East with the condition that if a residence is going to be constructed on the property that it be placed to impact the least agricultural land. Peter Vanderloo seconded the motion. Motion carried.

The Town Planning Commission and applicant discussed the rezoning application of Lori Reising-Lipska of 15.8 acres more or less from A-1 Ag legal non-conforming to AB-1 as well as the conditional use application for the purpose of a commercial livestock operation and existing two home sites with buildings. Curt Peterson made a motion to recommend the approval of the rezoning application of 15.8 acres more or less from A-1 Ag Legal non-conforming to AB-1 located in part of the SW ¼ , NE ¼, and NW ¼ of the SW ¼ of Section 19, Town 6 North, Range 4 East located at 5475/5477 County Road YZ with the conditional use permit to allow a commercial livestock operation not to exceed 20 animal units as well as the existing 2 home sites with building. Daryl Tresner seconded the motion. Motion carried.

The Town Planning Commission and applicant discussed the conditional use application of Dean Dickel and Mary Glindinng for the purpose of a breeding and feeding livestock operation on a 3.595 acre parcel located in part of the NE ¼ and the SE ¼ of the SE ¼ of Section 25, Township 6 North, Range 3 East located at 5392 Section Line Road. Applicant Dean Dickel presented information in regards to the conditional use request, current amount of animals located on the property, requested animal units, water agreement, correspondence for George Lazarus and a map of the property with the proposed fenced cattle lot. The Planning Commission members discussed concerns in regards to the requested amount of animal units, manure containment and runoff, existing well capacity, having a feeding lot on approximately 2 acres, and the need to come up with a operational plan. Curt Peterson made a motion to request the applicant prepare a short term plan with the utilization of land, obtain a letter from the Conservation Department in regards to the management of manure and runoff as well as obtaining a letter from a contractor in regards to the well capacity. This petition is deferred to the May 29th meeting. Peter Vanderloo seconded the motion. Motion carried.
Clerk/Treasurer Sara Olson presented information that was received from Iowa County Planning & Development in regards to the building located at 4394 Goldmine Road indicating that the county classifies this building as a single family residence per zoning. The Town Planning Commission discussed the correspondence that was received as well as information they obtained when they talked to Scott Godfrey. The Planning Commission indicated that they would like to come up with a definition for a dwelling in regards to the Towns density standard. The Planning Commission indicated to the current property owner that was present at the meeting that they would continue the discussion of the request for clarification at the May 29th meeting. Curt Peterson made a motion to place the request for clarification of the density standard in regards to 4394 Goldmine Road on the May 29th agenda. Peter Vanderloo seconded the motion. Motion carried.

Clerk/Treasurer Sara Olson updated the Planning Commission in regards to ACTS 67 & 68 that were passed in legislation and potential modification being made at the county level. These acts affect conditional use permits and may require changes to be made with the Comprehensive Plan.

Town Board member Peter Vanderloo updated the Planning Commission in regards to potential development in the Town of Dodgeville.

Peter Vanderloo made a motion to adjourn the meeting at 8:02 p.m. Daryl Tresner seconded the motion. Motion carried.
