Town Board Meeting Minutes
April 20th, 2021
*Immediately following the Annual Meeting*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:13 p.m.

Town Supervisors in attendance were David Pope, David Gollon, Kyle Levetzow and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Dan Barr, Daniel Gollon, Katie Cleary, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

Kyle Levetzow made a motion to suspend the agenda and move to Item #9: Planning Commission Recommendations. David Pope seconded the motion. Motion carried. Town Board Supervisor, David Gollon became a member of the general public at this time.

4) Discussion and possible action re: Planning Commission Recommendations.

1. Peter Vanderloo made a motion to recommend the approval of the rezoning application to rezone 5 acres more or less from A-1 and B-2 to RB-1 located in part of the NW ¼ of the SE ¼ lying west of Hwy 23, part of the SW ¼ of the SE ¼, part of the SE ¼ of the SW ¼, and the NE ¼ of the SW ¼ of Section 4, Town 6 North, Range 3 East located at 4228 State Road 23 with the conditional use application for the operation of a horse stable with the following conditions:
a. All building are or are built in compliance with all state codes.
b. The number of allowed combined animal units on the 5 acres rezoned to RB-1 and the 15 acres rezoned to AR-1 will not exceed 12.
c. The property owner of the parcel that contains the existing horse stable shall submit a current copy of a lease agreement with an adjoining landowner allowing the horse husbandry use of the adjacent property that provides adequate acreage to accommodate 12 animal units. The property owner must notify the Iowa County Office of Planning & Development of any changes with the agreement on file. If the lease is terminated at any time or not renewed, the conditional use permit will terminate.

David Pope seconded the motion. Motion carried.

2. Kyle Levetzow made a motion to recommend the approval of the rezoning application to rezone 2 acres more or less from A-1 and B-2 to B-2 located in part of the SW ¼ of the SE ¼ and part of the SE ¼ of the SW ¼ of Section 4, Town 6 North, Range 3 East located at 4228 State Road 23 with the conditional use application for the purpose of operating an existing mineral museum and gift shop. David Pope seconded the motion. Motion carried.

3. Kyle Levetzow made a motion to recommend the approval of the rezoning application to rezone 15 acres more or less from A-1 and B-2 to AR-1 located in part of the SE ¼ of the SW ¼ and the NE ¼ of the SW ¼ of Section 4, Town 6 North, Range 3 East with the conditional use application to allow up to 12 animal units with the following conditions:
a. The number of allowed combined animal units on the 5 acres rezoned to RB-1 and the 15 acres rezoned to AR-1 will not exceed 12.
b. The property owner of the parcel that contains the existing horse stable and the 15 acres rezoned to AR-1 shall submit a current copy of a lease agreement with an adjoining landowner allowing the horse husbandry use of the adjacent property that provides adequate acreage to accommodate 12 animal units. The property owner must notify the Iowa County Office of Planning & Development of any changes with the agreement on file. If the lease is terminated at any time or not renewed, the conditional use permit will terminate.
c. The appropriate acreage must be placed into the conservancy district to meet the Town of Dodgeville density standard.

David Pope seconded the motion. Motion carried.

David Pope made a motion to recommend the approval of the rezoning application of David & Tim Gollon to rezone 10 acres more or less from AB-1 to RB-1 located in the SW ¼ of the SW ¼ of Section 35, Town 6 North, Range 3 East located on Brennan Road with the conditional use application for a horse stable, retail shop, a residence associated with the business and the retail of horses with the following conditions:

a. The number of allowed animal units on the 10 acres rezoned to RB-1 will not exceed 15 for boarding purposes.
b. The property owner of this parcel shall submit a current copy of a lease agreement with an adjoining landowner allowing the horse husbandry use of the adjacent property that provides adequate acreage to accommodate 15 animal units. The property owner must notify the Iowa County Office of Planning & Development of any changes with the agreement on file. If the lease is terminated at any time or not renewed, the conditional use permit will terminate.
c. After dark all sale horses would be viewed indoors to allow for adequate lighting.
d. All outdoor lighting needs to be faced in a downward direction.
e. Normal operation hours will be from 6:00 a.m. to 10:00 p.m. with occasional after hour deliveries.

Kyle Levetzow seconded the motion. Motion carried.

5) Approval of Meeting Minutes from March 2nd, 2021. David Gollon made a motion to approve the March 2nd, 2021 meeting minutes as presented. David Pope seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s March 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 81,274.06
Farmer’s Savings $ 225,932.00
Local Government Investment Pool $ 7,409.87
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 556,025.68

Township Funds: $ 870,641.61
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $13,779.28

Peter Vanderloo seconded the motion. Motion carried.

7) Bills to be approved. David Gollon made a motion to approve the April 20th, 2021 vouchers in the amount of $13,435.74 and Sanitary District #1 vouchers in the amount of $7,166.61. Kyle Levetzow seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman, Randy Beerkircher updated the Board in regards to a soft spot on Esch Road, the Survey Road bridge erosion control washout and the prepping of the roads for sealcoating.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board that Open Book will be held on May 10th, 2021 from 3-5, Board of Review will be held on May 24th, 2021 from 6-8 and the Clean-Up will take place on Saturday. Sara presented information in regards to the American Rescue Plan as well as the ATV/UTV signage that was currently being installed in the Town of Dodgeville.

10) Discussion & possible action re: Driveway Variance – County Rd B (Jackson Hall). Clerk/Treasurer Sara Olson presented information that was received from Jackson Hall requesting that a driveway variance be issued for the placing of 2 storage containers on his property. David Gollon made a motion to grant a variance prohibiting over night stays. Kyle Levetzow seconded the motion. Motion carried.

11) Discussion & possible action re: Appointment of Plan Commission Members. David Gollon made a motion to nominate Curt Peterson and Peter Vanderloo to serve on the Town Plan Commission as Town Board members. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Town Equipment. Clerk/Treasurer Sara Olson indicated the 2021 F-550 was ready to be picked up and completed by Madison Truck & Equipment. Peter Vanderloo made a motion to pay the invoice in the amount of $41,606.00. David Pope seconded the motion. Motion carried.

13) Discussion & possible action re: Salt Commitment for 2021-2022. David Gollon made a motion to request 175 tons of salt for the 2021-2022 season. David Pope seconded the motion. Motion carried.

14) Discussion & possible action re: Cropping on road right-of-way. Town Chairman, Curt Peterson informed the Town Board that there are several areas in the Town of Dodgeville where farmers are cropping within the road right-of-way and the situation needs to be addressed for ditching and safety purposes. The Town Board requested Town Patrolman, Randy Beerkircher to construct a list of areas that this is happening and present it to Sara so that letters can be sent to the landowners to address the situation.

15)) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope seconded the motion. Motion carried. Roll call vote: Gollon, yes; Pope, yes; Vanderloo, yes; Levetzow, yes; and Peterson, yes.

16) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. David Pope seconded the motion. Motion carried.

17) Board action as a result of Closed Session. None

18) Adjournment. David Gollon made a motion to adjourn the meeting at 6:38 p.m. David Pope seconded the motion. Motion carried.
