Town Board Meeting Minutes
April 12th, 2011
*Immediately following the Annual Town Meeting*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:40 P.M.

Town Supervisors in attendance were: Charles Price, David Blume and David Thomas. David Gollon was absent. Also in attendance were Clerk Sara Olson, Greg Jewell, Jeff Haylock and Michelle Godez-Schilling.

2) Approval of Public Notice/Agenda. Supervisor, David Thomas made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

David Thomas made a motion to suspend the agenda. David Blume seconded the motion. Motion carried.

3) Discussion & possible action re: Iowa County Humane Society Quadrupedal (Biking Event on May 1st, 2011). Michelle Godez-Schilling presented the Town Board with information and maps on the bicycling event that is scheduled to take place on May 1st, 2011. The Town Board discussed all concerns and questions they had in reference to the event with Michelle Godez-Schilling.

4) Public Comment. Greg Jewell from Jewell & Associates Engineering expressed interest in the Blotz Bridge Project.

5) Approval of Meeting Minutes from March 1st and March 7th. David Thomas made a motion to approve the March 1st and March 7th minutes as submitted. Charlie Price seconded the motion. Motion carried. David Blume abstained from the motion.

6) Approval of Treasurer?s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Charlie Price made a motion to approve the Town of Dodgeville March 2011 Treasurer?s Report as submitted stating the following fund balances:

General Checking $ 57,684.39
Farmer?s Savings $ 100,086.57
M&I Tax Account $ 100,043.96
Local Government Investment Pool $ 6,947.19
M&I CD?s $ 151,074.89

Township Funds: $ 415,837.00

David Blume seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1, 2, 3 Treasurer?s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $13,832.65
Sanitary District #2 $ 4,112.68
Sanitary District #3 $ 254.55

David Thomas seconded the motion. Motion carried.

7) Bills to be approved. Charlie Price made a motion to approve all the April Vouchers as submitted totaling $28,581.62. David Blume seconded the motion. Motion carried. David Thomas abstained from approval of his bill submitted to the Town of Dodgeville. David Blume made a motion to approve remodeling bills (Town Office) in the amount of $13,768.82. David Thomas seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson presented the Town Board with information from Town Patrolman Charlie Rolli in reference to snow blowers and potential issues with the 95 Ford Plow Truck. Charlie Price made a motion to have Charlie Rolli obtain an estimate from YZ Truck to correct the existing problems and potential issues. David Thomas seconded the motion. Motion carried. Charlie Price had also indicated that Bill Abbott has requested that the Town of Dodgeville fix his yard where the snow plow had damaged his property this winter. David Thomas made a motion to have Clerk/Treasurer Sara Olson contact Marr Landscaping to fix the damages due to the Town Patrolman had accidently plowed the property owner?s yard due to the inability to see the road during the snow storm. This damage was not in the road right-of-way. Charlie Price seconded the motion. Motion carried.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated the she is currently working with FEMA and Focus on Energy to try to receive assistance from the blizzard and energy incentives for remodeling of the Town Office. Clerk/Treasurer Sara Olson reminded the Town Board that Spring Clean-Up will be taking place in April. Charlie Price had also indicated that he would be attending the Town Lawyers Conference in Madison on April 29th, 2011. David Blume made a motion to approve payment of the registration, mileage & per diem for this meeting. David Thomas seconded the motion. Motion carried. Charlie Price abstained from this motion.

10) Discussion & possible action re: Chimney Rock Road Turn-Around. No discussion.

11) Discussion & possible action re: Brue Road Project (Update). Clerk/Treasurer Sara Olson indicated that the bird netting has been ordered for the bridge and the Wetland Delineation paperwork has been completed.

12) Discussion & possible adoption re: Amended Resolution 2009-264 Fee Schedule (Increase in Building Permit Fees). Charlie Price made a motion to approve and adopt Amended Resolution 2009-264 Fee Schedule. David Thomas seconded the motion. Motion carried. A copy of this Resolution can be obtained at the Town Office.

13) Discussion & possible action re: Lawn Mowing for 2011 (Cemeteries & Office). Clerk/Treasurer Sara Olson indicated that the Town Board needed to discuss if they were going to continue with the 2 year contract for lawn mowing. David Blume made a motion to continue the 2 year contract with Luv Us Lawncare, LLC with the condition that a current copy of insurance is on file with the Town of Dodgeville. David Thomas seconded the motion. Motion carried.

14) Discussion & possible action re: Municipal Clerk?s Training (Green Bay). Clerk/Treasurer Sara Olson presented information in reference to a Municipal Clerk/Treasurer Training that will be held at UW Green Bay on July 10th ? 15th. David Thomas made a motion to approve Clerk/Treasurer Sara Olson to participate in the training at UW Green Bay. The Town of Dodgeville will be responsible for the costs of the training, hotel and mileage reimbursement. Charlie Price seconded the motion. Motion carried.

15) Discussion & possible action re: 2011-2012 Salt Commitment. Clerk/Treasurer Sara Olson presented information to the Town Board in reference to how much salt and sanding material the Town currently has for the year. David Blume made a motion to commit to 100 Tons of Seasonal Fill Salt. David Thomas seconded the motion. Motion carried.

16) Discussion & possible action re: Sanitary District #3 Outstanding Invoice (Water leak). Clerk/Treasurer Sara Olson indicated to the Town Board that payment still has not been received for the outstanding invoice. The Town Board indicated that they would have to see what their options are to collect this outstanding balance and schedule a meeting to discuss this issue.
No action taken.

17) Discussion & possible action re: Setting date for reviewing roads. The Town Board had indicated that they would be meeting on Friday, April 15th @ 8:00 a.m. to review the Town Roads.

18) Adjournment. David Thomas made a motion to adjourn the meeting. David Blume seconded the motion. Motion carried.
